1 General Provision
1.0.1 This code is formulated with view to implementing relevant national regulations and technology policies in terms of urban planning and environmental protection in planning of urban environmental sanitation facilities, improving preparation quality of planning of urban environmental sanitation facilities, meeting the requirements for construction of urban environmental sanitation facilities, putting land for planning of urban environmental sanitation facilities in place and maintaining the coordination with urban development.
1.0.2 This code is applicable to urban master planning, district planning, detailed planning and professional (special) planning of urban environmental sanitation facilities. The corresponding planning of city (district, county) urban system, country and independent industrial and mining area, scenic spot and economic and technological development zone may be carried out by reference to this code.
1.0.3 Period and scope for professional (special) planning of urban environmental sanitation facilities shall be consistent with those of urban master planning and coordinate with those of urban system planning.
1.0.4 Planning arrangement of urban environmental sanitation facilities must meet the collection, transportation, treatment and disposal functions of municipal domestic waste; and harmless, reduction and recycle principles is implemented for domestic waste treatment to realize the classified collection, classified transportation, classified treatment and classified disposal.
1.0.5 Planning arrangement of significant environmental sanitation engineering facilities should realize regional sharing, sharing by the urban and the rural and the optimal allocation of significant environmental sanitation infrastructure.
1.0.6 In the urban master planning, output and composition of municipal domestic waste shall be predicted and its collection, transportation, treatment and disposal modes shall be determined; layout principle and quantity of public lavatory shall be provided with, and planning arrangement principle, type, criteria, quantity, layout and land area of main environmental sanitation engineering facilities shall be given out.
Based on the urban master planning, the district planning is properly deepened; the emphasis shall be laid to determine position and land area of main environmental sanitation engineering facilities.
In the professional (special) planning of urban environmental sanitation facilities, not only it shall meet the above requirements, but also indexes such as arrangement principle, type, class, quantity and land area of environmental sanitation public facilities shall be provided with and process, technology and construction requirements shall be proposed.
Planning requirements of other environmental sanitation facilities may be carried out according to the requirements of environmental sanitation public facilities or environmental sanitation engineering facilities.
1.0.7 In the detailed planning, contents such as type, class, quantity, land, building area, fixed-point position of every kind of environmental sanitation facilities shall be determined and the requirements for environmental sanitation vehicle access road shall be met.
1.0.8 Arrangement of urban environmental sanitation facilities shall meet the requirements for urban land layout, environmental protection, environmental sanitation and urban landscape.
1.0.9 Collection, transportation, treatment and disposal of solid waste beyond the municipal domestic waste shall meet the requirements of relevant current national standards. At the stage of urban master planning, the corresponding planning control requirements shall be proposed according to the generation conditions of such solid waste and urban conditions.
1.0.10 The urban environmental sanitation facilities shall meet not only the requirements of this code, but also the requirements of the relevant current national standards and codes and mandatory standards.
