1 General Provisions
1.0.1 This code is formulated to implement the national technical and economic policies and standardize the basic functions and technical requirements of urban rail transit in accordance with the relevant laws and regulations.
1.0.2 This code is applicable to the construction and operation of urban rail transit, but not the construction and operation of high speed maglev system.
1.0.3 The construction and operation of urban rail transit shall meet the requirements of safety, sanitary, environmental protection and resource conservation, and be people-oriented and economically applicable and provided with mature techniques.
1.0.4 Urban rail transit may be put into service only after being qualified for the acceptance.
1.0.5 This code is the basic requirements for the construction and operation of urban rail transit, and the construction and operation of urban rail transit shall also meet the requirements of the laws and regulations and relevant standards.
2 Terms
2.0.1 Urban rail transit
Urban public passenger transport system that adopts special tracks for steering and operating, which includes the metro system, light rail system, monorail system, tramcar, maglev system, automatic steering track system and regional rapid track system.
2.0.2 Construction
The planning, feasibility study, survey and design, construction and installation and debug acceptance and trial operation of newly-built, renovated and expanded engineering projects of urban rail transit, including the procurement and manufacture of rolling stock and electrical and mechanical equipments.
2.0.3 Operation
The generic terms of various activities carried out organized for the safe and effective transport of passengers.
3 Basic Requirements
3.0.1 The urban rail transit planning shall conform to the urban master planning and urban integrated transportation planning.
3.0.2 The urban rail transit planning shall define the functional orientation, relations with other traffic methods, development modes and development goals of different planning periods of urban rail transit and put forward controlling requirements for the planning of network planning layout and the land used for lines and facilities.
3.0.3 The construction and operation of urban rail transit shall aim at the demand of passengers and achieve resource sharing and convenient utilization for passengers.
3.0.4 The requirements of safety, reliability, availability and maintainability shall be guaranteed for the urban rail transit under normal use within the design service life.
3.0.5 Urban rail transit shall adopt materials and equipments with qualified quality that meet the requirements.
3.0.6 Urban rail transit shall be provided with fire safety performances, equipped with necessary fire fighting devices and possessed of conditions for the safe evacuation and convenient rescue of passengers and relevant personnel.
3.0.7 Urban rail transit shall adopt protection measures against natural disasters such as flood, snow, skid, rain, wind and lightning.
3.0.8 Rolling stock and mechanical and electrical equipments shall meet the requirements of electromagnetic compatibility; they shall pass the electromagnetic compatibility test and be accepted before being put into operation.
3.0.9 Equipments for passengers to operate shall be easy for identifying and arranged at a position convenient for operation; where passenger has improper utilization or operation, incidents that endanger passenger safety and the normal operation of equipments shall not be led to.
3.0.10 Rolling stocks, stations and corresponding facilities shall meet the requirements for the passing and utilization of people in wheelchairs, the blind and people using walking aids.
3.0.11 Public lavatories shall be arranged in urban rail transit stations that operate in fully-enclosed environment.
3.0.12 The construction and operation of urban rail transit shall secure the safety of adjacent buildings (structures), and relocation or safety precautions shall be carried out when necessary.
3.0.13 Urban rail transit shall express clearly the off limits area, and containment facilities that prevent surrounding personnel and articles from entering the off limits area shall be arranged.
3.0.14 Facilities that link up with other traffic methods shall be constructed in match around the stations. The project, scale of the link up facilities shall match with the demand and be constructed simultaneously with the unified planning of urban rail transit.
3.0.15 The requirements of civil air defense shall be considered at the same time for the underground engineering of urban rail transit.
3.0.16 Effective environmental protection measures shall be taken for urban rail transit according to the result of environmental impact evaluation.
