1 General Provisions
1.0.1 In order to standardize the valuation, development and valuation method of the bill quantity for water conservancy work, this code is developed according to "Law of the People's Republic of China on Tenders and Bids" and the current national standard "Code of Valuation with Bill Quantity of Construction Works" ( GB 50500-2003).
1.0.2 This code is applicable to the valuation of bidding and tendering bill quantity for the construction, extension, renovation and consolidation works on hydro junction, hydropower, water diversion (transformation), water supply, irrigation, river & lake improvement and embankment etc.
1.0.3 Such valuation of bill quantity shall follow the principles of objectiveness, justness and impartiality.
1.0.4 In addition to meet the requirements of this code, the valuation of bill quantity for water conservancy works shall meet the requirements specified in the relevant national laws, regulations, standards and codes.
1.0.5 Annex A and Annex B in this code shall be the references to develop the bill quantity of water conservancy works and these two annexes are as authentic as the text.

2 Annex B - Bill Quantity Items and Calculation Rules on Water-conservancy Installation Works, is applicable to water-conservancy installation works.
2 Terms
2.0.1 Bill quantity
The names of classification & sub-divisional work items, measure items and other items of bidding works as well as the detailed bills of corresponding quantity
2.0.2 Item code
The items are coded with twelve Arabic numerals (from left to right). The first nine digits are uniform codes. Thereinto, 1-2 digits are the sequence codes of water conservancy work; 3-4 digits are sequence codes of professional works; 5-6 digits are the sequence codes of classification works; 7-9 digits are sequence codes of sub-divisional works and 10-12 digits are sequence codes of bill item names.
2.0.3 Work unit price
The direct cost (including labor cost, material cost, machinery usage cost as well as the additional direct cost due to seasons, nights, meseta and sandstorm etc.), construction management cost and enterprise profits & taxes all of which are required to finish one qualified and specified measurement-unit item listed in bill quantity
2.0.4 Measure item
Construction measure item, in order to complete the construction of work item, which occurs before and during the construction of this work and for which tenderee requires no work quality
2.0.5 Other items
Cost item, in order to complete the construction of work item, which occurs before and during the construction of this work and for which tenderee requires list
2.0.6 Chore item (or hereinafter referred to as "day labor", )
Labor, material and machine unit price required to complete the chore items proposed by tenderee.
2.0.7 Reserve fund (or hereinafter referred to as "provisional sum")
Money which the tenderee is reserved for provisional item and probably contract alteration
2.0.8 Enterprise quota
Time (shift) consumption of labor, material and machine sets required to produce one qualified and specified measurement-unit item; such consumption is developed by the construction enterprise according to its construction techniques, production efficiency and management level for its own usage
3 Bill Quantity Development
3.1 General Requirements
3.1.1 Bill quantity shall be developed by the tenderee whose has such competences or the entrusted intermediary with corresponding aptitude.
3.1.2 Bill quantity shall be one of the integral parts of bidding documents
3.1.3 Bill quantity shall consist of classification & sub-divisional bills, measure item bill, sundry item bill and chore item bill.
3.2 Bill Quantity for Classification & Sub-divisional Works
3.2.1 Bill quantity for classification & sub-divisional works shall include: No., item code, item name, measurement unit, works quantity, main technical article code and remarks.
3.2.2 Bill quantity for classification & sub-divisional works shall be developed according to the item code, item name, major item characteristics, measurement unit, rules for calculating works amount, main working content and general application scope specified in Annex A and Annex B of this code.
3.2.3 As for the item code of bill quantity on classification & sub-divisional works, 1-9 digits shall be set according to the requirements specified in Annex A and Annex B of this code; 10-12 digits shall be set from 001 by the developer according to the bill-quantity item name of bidding works.
