1.0.1 This code is prepared with a view to adapting to the development of urban construction and information communication, regulating the construction of fiber to the home communication facilities in residential districts and residential buildings, implementing resource sharing, avoiding repeated construction, meeting the requirements of residents for communication service and guaranteeing the lawful rights and interests of residents.
1.0.2 This code is applicable to the design of engineering for fiber to the home communication facilities in newly-built residential districts and residential buildings and the design of renovation and extension engineering for fiber to the home communication facilities in existing residential districts and residential buildings.
1.0.3 The design of engineering for fiber to the home communication facilities in residential districts and residential buildings must meet the requirement that multiple telecommunication service operators are accessed equally and subscribers are able to choose telecommunication service operators freely.
1.0.4 In the urban area at county-level and above where optical fiber transmission has been realized for public telecommunication network, the way of fiber to the home shall be adopted for the communication facilities of newly-built residential districts and residential buildings.
1.0.5 The access mode of fiber to the home should be adopted for newly-built residential districts and residential buildings in villages and towns and rural areas below the county-level.
1.0.6 The access mode of fiber to the home should be adopted for the renovation and extension of communication facilities in existing residential districts and residential buildings.
1.0.7 Communication facilities such as underground communication duct, wiring pipeline network, telecommunications room and equipment room in newly-built residential districts and residential buildings must be constructed synchronously with residential districts and residential buildings.
1.0.8 In the design of communication engineering for fiber to the home, the approved products meeting relevant current technical standards of the nation shall be adopted. Equipment and main materials that have not yet been accepted in the inspection of product quality supervision & testing institute shall not be used in the engineering.
1.0.9 The design of communication engineering for fiber to the home shall comply with national technic-economic policy and shall be safe and reliable, technology-advanced, economic and reasonable, overall aesthetic and convenient in maintenance and management.
1.0.10 Besides the requirements of this code, the design of communication engineering for fiber to the home shall also comply with those specified in the current relevant ones of the nation.
