1.0.1 This code is made with a view to implementing the national development polices of the iron and steel industry and standardizing the design of cold rolling strip plant and eventually for the purpose of realizing advancednss, practicality, cost effectiveness and rationality thereof and ensuring its conformity with the requirements on energy conservation, environmental protection, safety and fire fighting.
1.0.2 This code is applicable to the design of new construction, extension and renovation of cold rolling strip plant and independent workshop, but not to the design of cold rolled electric steel plant or cold rolled stainless steel plant.
1.0.3 In addition to the requirements stipulated in this code, those stipulated in the relevant current standards of the nation shall be complied with.
2 Terms and Abbreviation
2.1 Terms
2.1.1
cold rolled strip
it refers to the strip produced through the processes of pickling, cold rolling, (degreasing) , annealing, tempering and finishing, etc.with hot rolled strip as raw material.
2.1.2
coated cold rolled steel strip
it refers to the strip produced through surface degreasing, annealing and coating with cold rolling coil as raw material.It includes hot dip galvanized strip (including Galfan and Galvalume strip), electrogalvanized strip and electrolytic tinned strip (including chrome-plated strip) .
2.1.3
organic coated cold rolled steel strip
it refers to the strip produced through surface degreasing, organic coating or laminating with annealed and tempered coil or coated coil as raw material.It is also called as color coated strip.
2.1.4
push-pull pickling line (PPL)
it refers to the pickling line consisting of the work steps of uncoiling, notching, pickling, rinsing, drying, side trimming, oiling and recoiling, etc.without welding machine or large capacity looper, and processing the coils one by one discontinuously.

continuous pickling line (CPL)
it refers to the pickling line processing coils continuously through the work steps of uncoiling, welding, mechanical descaling, pickling, drying, side trimming, oiling, dividing and recoiling, etc.
2.1.6
cold reversing mill (CRM)
it refers to the mill by which strip is rolled in a reversible way up to the required thickness.It includes two types, i.e.single-stand cold reversing mill and two-stand cold reversing mill.

tandem cold mill (TCM)
it refers to the mill consisting of three or more stands arranged in a tandem way.They can be divided into three types, i.e.conventional tandem cold mill (TCM) , fully continuous tandem cold mill (FTCM) and coupled pickling line and tandem cold mill (PL-TCM) .

electrolytic cleaning line (ECL)
it refers to the production line used for continuously degreasing the cold rolled strip surface through the work steps of uncoiling, welding, cleaning and recoiling, etc.
2.1.9
batch annealing furnace (BAF)
It refers to the annealing furnace in which the stacked coils are annealed in a recrystallization process.
2.1.10
continuous annealing line (CAL)
it refers to the line by which the cold rolled coils are annealed continuously through the work steps of uncoiling, welding, degreasing, annealing, tempering, side trimming, inspection, oiling, coil dividing and recoiling, etc.

temper mill
it refers to the mill used for improving mechanical properties and flatness of cold rolled strip, eliminating the yield platform of annealed strip and upgrading strip surface quality.They can be divided into off-line temper mill and on-line temper mill.

continuous hot dip galvanizing line (CGL)
it refers to the production line used for forming a zinc layer (or zinc alloy layer) on the strip surface continuously through the work steps of uncoiling, welding, degreasing, annealing, hot dip galvanizing, (galvannealing) , after-pot cooling, tempering, tension-leveling, post-treatment (passivation, anti-finger print treatment and phosphorization treatment, etc.) , (side trimming) , inspection, oiling, dividing and recoiling, etc.

it refers to the production line used for continuously galvanizing the surface of cold rolled strip in a electrolytic way after annealing and tempering through the work steps of uncoiling, welding, (tension leveling) , degreasing, pickling, electrolytic galvanizing, passivation, inspection, oiling, dividing and recoiling, etc.

continuous electrolytic tinning line (ETL)
it refers to the production line used for continuously tinning the surface of cold rolled strip in a electrolytic way after annealing and tempering through the work steps of uncoiling, welding, (tension leveling) , degreasing, pickling, electrolytic tinning, reflow, passivation, inspection, oiling, dividing and recoiling, etc.

color coating line (CCL)
It refers to the production line used for applying organic color coating or laminating plastic film on the cold rolled strip or coated/plated base metal to produce organic color coated or laminated strip.
2.1.16
finishing line
it refers to the line by which the cold rolled strip as the finished product is processed through the work steps of inspection, side trimming, (tension leveling) , coil dividing, cross shearing, slitting and packing, etc.Finishing lines include recoiling (inspection) line, cross shearing line, slitting line and packing line.

acid regeneration plant (ARP)
it refers to the facilities used for producing regenerated acid from the waste acid of the pickling line in a chemical reaction process.
2.1.18
basic automation system (L1)
it refers to the control system functioning for acquiring and processing field data, exchanging data, and outputting the control command required by equipment.

process automation system (L2)
it refers to the control system for more efficient and safer production by means of computer technology and software engineering.

manufacturing execution system (MES)
it refers to the system working for coordinating production among different processes and workshops, rationally distributing resources, executing and fulfilling production tasks assigned by the ERP system.In addition, it also functions for scheduling the production in response to the problems occurring in actual production and carrying out product quality management and control.

wired intercom system
intercom system is a multi-functional loud-speaker communication system used for realizing scheduling with/without central switch, general or group calling paging, plug-in calling and conference calling, etc
3 Basic Requirement
3.0.1 The design of cold rolling strip plant shall follow the philosophy of economical production scale.The annual effective working hours and load rate of different production lines shall be determined reasonably in compliance with the relevant requirements in current national standards.
3.0.2 The process design of cold rolling strip plant shall adapt to the development mode of circular economy by adopting the advanced process, technology and equipment featuring energy saving, water saving and environment friendliness for the purpose of reducing raw material and energy consumption during production and improving comprehensive utilization level of gaseous waste, liquid waste and solid waste.The gaseous waste, liquid waste and solid waste shall be treated in accordance with the requirements of relevant current national standards.
3.0.3 The production line of the cold rolling strip plant shall be configured based on the principles of "advancedness, practicability, cost effectiveness and rationality".Different production lines shall be matching one another in capacity to ensure smooth and stable production and to meet the production requirements specified in the product mix.
