1 General Provisions
1.0.1 This standard is formulated in order to make the existing electrical facilities in industrial plants (hereinafter referred to as electrical facilities), after seismic appraisal and adoption of seismic measures, reach seismic precautionary criterion so as to relieve the seismic damage of electrical facilities, avoid personal injury and reduce economic loss.
1.0.2 This standard is applicable to the seismic appraisal and necessary seismic measures for the existing power transformer, reactor, breaker, arrester, current (voltage) transformer, electrical porcelain equipment, power capacitor bank (cabinet), storage battery pack (cabinet), switch cabinet, convertor cabinet, control (protection) panel, DC panel, emergency power supply device, combined electrical device and other electrical facilities in industrial plants with voltage grade of 220kV or below in areas with design basic acceleration of ground motion not greater than 0.40g (namely with seismic precautionary intensity of Intensity 9 or below).
This standard is not applicable to the seismic appraisal for existing electrical facilities in special industrial plants or those in areas with the design basic acceleration of ground motion greater than 0.40g.
1.0.3 For electrical facilities with seismic appraisal and seismic measures carried out according to this standard, when suffering the local seismic precautionary intensity and the following seismic influences, they shall be free from serious damage and may continue to supply power after simple repair.
1.0.4 For electrical facilities, without seismic precaution, in areas with design basic acceleration of ground motion of 0.05g (namely seismic precautionary Intensity 6) or above, seismic appraisal must be carried out and necessary seismic measures must be taken.
1.0.5 The design basic acceleration of ground motion and seismic precautionary intensity shall be determined according to the relevant requirements of the current national standard "Seismic Ground Motion Parameter Zonation Map of China" (GB 18306); for areas with established seismic precaution zone or where seismic safety evaluation has been carried out, seismic appraisal may be carried out according to the approved design parameters of ground motion or seismic precautionary intensity.
1.0.6 The seismic appraisal of electrical facilities shall not only meet the requirements of this standard, but also comply with those in the current relevant ones of the nation.
2 Terms and Symbols
2.1 Terms
2.1.1 Seismic measures
The seismic design contents other than the earthquake action calculation and resistance calculation, including the seismic structural measures.
2.1.2 Seismic precaution
Engineering and non-engineering defensive measures in allusion to potential seismic hazard taken for various engineering structures according to established reliability requirements.
2.1.3 Seismic precautionary criterion
The gage for measuring the seismic precautionary requirements, which is determined according to the seismic precautionary intensity or the design parameters of ground motion and the seismic precaution category of structures.
2.1.4 Seismic precautionary intensity
Seismic intensity which is approved according to the authority specified by the nation as the criterion of seismic precaution of one area. Generally, the seismic intensity with exceeding probability of 10% within 50 years is taken.
2.1.5 Seismic appraisal
The assessment carried out for the safety under earthquake action according to the specified seismic precaution requirements through inspecting the existing engineering design, construction quality and current state.
2.1.6 Seismic retrofit for engineering; seismic strengthening for engineering
Design and construction carried out to make the existing engineering structure reach seismic appraisal requirements.
2.1.7 Earthquake action
The dynamic action of structure caused by the earth movement, including horizontal and vertical earthquake action.
