本规范适用于新建、扩建和改建的发酵类、化学合成类、提取类、中药类、生物工程类和混装制剂类医药工业废弃物处理设施的设计、施工和验收，以及相关的建设项目环境影响评价、环境保护设施设计、竣工环境保护验收及其运行期废弃物的污染防治。本规范不适用于医药研发（不包括企业内部研发）、医疗、放射性、实验动物设施及质检废弃物的处理。
