1.1 This standard is, by referring to related international standards and practical conditions of China, formulated to implement " the law on environmental protection of the people's republic of china (Tentative)", to develop nuclear energy undertakings, to protect environment, to safeguard human health and to promote national economy.
1.2 This standard is applicable to Water reactor land fixed type nuclear power plant (in principle, it is also applicable to nuclear heat power plant).
1.3. Site selection, construction, operation, dismantlement, extension, rebuilds modification which shall meet requirements of relevant chapters.
1.4. Radiation protection principles
1.4.1. All radiant exposure activities shall be reasonable; public shall be protected from unnecessary radiant exposure.
1.4.2. Radiation protection shall be optimized. Social and economical factors shall be first taken into account. “Reasonable and minimum" principle shall be conformed to in dealing with public radiant exposure.
1.4.3. In normal operation, dose equivalent limit system shall be adopted to public, individual and community vulnerable to nuclear power plant radiant exposure.
1.4.4. When implement these principles, dosage onus in the future shall be taken into account.
1.5. Fuel gas facilities related to radiation protection and environmental protection of nuclear power plant shall pass technical and economic evaluation and the best one shall be used. Design, construction and production of the system shall be made in the same time with main construction.
1.6 Nuclear power plant operators shall submit environmental impact statement according to “Regulations for environmental radiation protection of nuclear power plant".
1.7 Nuclear power plant environmental impact statement shall be examined and verified by professionals and Ministry of Environmental Protection.
1.8 Provincial Environmental Protection authority shall check and supervise environmental protection of nuclear power plant; if this standard is violated and environmental quality and public health are affected, it is entitled to call a halt and punish the responsible person according to law.
