1 Scope
This standard specifies terminologies and definitions for radio regulation, including general terminology, special terminology concerning frequency management, radio service, radio stations and systems, terminology for operation, characteristics of emission and radio equipment, frequency sharing and terminology for space technology.
This standard is applicable to quoting, using or other applications of terminology for radio regulation in the field of radio regulation in China.
2 Terminology
2.1 General Terminology

Administration
Any government departments or authorized service institutions that are in charge of performing the spectrum management responsibilities specified in the International Telecommunication Union Organization Law, the Convention of International Telecommunication Union and Administrative Rule.

Telecommunication
Transmission, emission or reception of symbols, signals, words, images, sounds or other information by conducting wire, radio, light or other electromagnetic system.

Radio
The generic term of radio waves.
2.1.4
Radio waves
Hertzian waves
The electromagnetic waves, at a frequency lower than 3,000 GHz, propagating in the space without the help of transmission by artificial waves.

Radio communication
The telecommunication using radio waves.

Terrestrial radio communication
Any radio communication other than space radio communication or radio astronomy.
2.1.7
Space radio communication
Any radio communication using one or more space stations or one or more reflector satellites or other objects in the space.
