本标准按照电气、机械和功能特性，描述数据终端设备互连的各种接法，而中间无数据电路终接设备。本标准适用于具有两类接口电路的DTE。一类接口电路是为电话网络上进行数据传输，由GB 3454(V.24)标准化的接口电路；另一类接口电路是为公用数据网络上进行数据传输，由GB 11594(X.24)标准化的接口电路。本标准主要适用于数据信号速率高达10Mbit/s的使用GB 7619或X.27平衡电气特性的DTE。它还适用于使用数据信号速率高达100kbit/s的GB 7618或X.26的非平衡电气特性的DTE，和使用数据速率在20kbit／s以下的GB 3455的非平衡电气特性的DTE。允许使用GB 7618或X.26的DTE和使用GB 7619或X.27的DTE,或与使用GB 3455的DTE间的相互操作。
