This document applies to the acceptance of commercial technical-grade pesticides, technical concentrates, and formulated products. 2 Normative references The contents of the following documents, through normative references in this text, constitute indispensable clauses of this document. GB 3796 - General rules for pesticide packaging 3 Terms and definitions The following terms and definitions apply to this document. 3.1 Shelf life - The period during which the quality of a pesticide product is guaranteed under specified storage conditions. Note: During this period, the product's quality meets the requirements of the relevant standards. 4 Acceptance rules 4.1 Before leaving the factory, pesticide products shall be inspected by the manufacturer in accordance with the product's technical standards to ensure that all factory inspection items meet the standard requirements. The pesticide manufacturer shall be responsible for product quality. 4.2 Pesticide products leaving the factory shall be accompanied by a product quality certificate and a label, which shall include: pesticide name, formulation, active ingredient(s) and their content, pesticide registration certificate number, product quality standard number, pesticide production license number, pesticide category and its color marking band, product performance, toxicity and its symbol, intended use, method and dosage, application technology and precautions, storage and transportation methods, production date, batch number, shelf life, net content, name and contact information of the pesticide registration certificate holder, traceable electronic information code, first aid measures for poisoning, and pictograms. The labels of technical-grade (technical concentrate) products shall state: "This product is raw material for the production of pesticide formulations and shall not be used on crops or other sites." The use technology and method shall not be indicated, except where registration approval allows for direct use. The labels of contract-manufactured or repackaged pesticides shall also include the pesticide production license number, name, and contact information of the contractor, as well as the contract manufacturing or repackaging date. The inner and outer packaging materials, packaging requirements, and labeling of pesticide products shall comply with the requirements of GB 3796. 4.3 During the shelf life of the pesticide product, the receiving unit (seller, user) has the right and shall, in accordance with the product quality standards and the provisions of 4.2, conduct incoming inspection within the inspection period specified in the sales contract to verify whether the received product meets the requirements and verify the product quality certificate. At the same time, the seller shall ensure that the product sold still complies with the product standards and the provisions of 4.2; otherwise, the seller shall bear the product quality liability. 4.4 The receiving unit (seller, user) shall verify the product quality certificate and, in accordance with the packaging and labeling requirements in the product standard, check whether the packaging containers are damaged, corroded, or leaking and verify the labeling. The seller shall observe whether the product meets the requirements. If any abnormalities are found, the sale shall be stopped immediately, and the relevant manufacturer, supplier, and purchaser shall be notified to implement product recall. If during the recall process, an environmental pollution incident occurs or is likely to occur, the local agricultural and environmental protection authorities shall be reported, and records of the suspension of sales and notification shall be kept. 4.5 If the receiving unit deems it necessary, it has the right to request inspection based on the product standards. If any of the inspection results do not meet the standard requirements, the buyer and seller shall first negotiate a solution. If no consensus is reached, random sampling shall be conducted for arbitration testing. 4.6 For arbitration testing, sampling is generally recommended from the product packaging: for 100 pieces or less, take 3 to 5 pieces; for 100 to 200 pieces, take 5 to 8 pieces; for 200 to 300 pieces, take 8 to 10 pieces; for more than 300 pieces, take an additional 1 piece for every 100 pieces added. When sampling, for products with lower effective ingredient content, coarser particle size, or larger packaging containers, the number of sampling units and the sampling amount should be appropriately increased. The collected samples shall be thoroughly mixed and reduced. The mixed sample shall be divided and placed into three clean 250 mL to 500 mL packaging bottles with sufficient barrier capability, with each sample generally taking 200 mL (g) to 400 mL (g). The final sampling amount shall meet the requirements of all test items. The collected samples shall be sealed with a stamped seal affixed to the bottle mouth and labeled, including: pesticide name, formulation, active ingredient(s) and their content, manufacturer, production date, batch number, pesticide production license number, pesticide registration number, product quality standard number, sampling date and location, sampler's signature, and unit seal. At the same time, three copies of the sampling record shall be filled out, with the same content as above, for inspection purposes. These three samples and sampling records shall be kept by one copy for the user, one copy for the supplier (manufacturer or seller), and the other for arbitration testing. 4.7 Arbitration testing shall be conducted by a qualified and competent inspection and testing agency in accordance with the product standards. 4.8 In the event of any dispute over product quality between the supplier and the purchaser, and in accordance with the "Product Quality Law of the People's Republic of China," the matter may be resolved through consultation by the relevant units. If consultation and mediation are unsuccessful, arbitration may be applied for by the agreement between the supplier and the purchaser, or a lawsuit may be filed with the People's Court if no arbitration agreement is reached.
