This part replaces GB/T 16453.4-1996 Regulation of techniques for comprehensive control of soil erosion - Small engineering of store, drainage and draw water.
The following changes have been made with respect to GB/T 16453.4-1996:
a) for small storage and drainage works, the planning is changed to design;
b) 5.2.2 in Edition 1996 is changed to “the foundation shall be treated first, and anti-seepage treatment shall be carried out according to the design”;
c) the stone lining materials are changed to masonry materials;
d) the construction requirements for reservoir are changed to “the reservoir wall must be plastered with cement mortar for anti-seepage treatment after completion”;
e) construction of sand basin is added.

Introduction
GB/T 16453.4-1996 has been implemented for more than ten years, and has played an important guiding role in comprehensive control of soil and water conservation. With the development of social economy and the change of rural industrial structure in China, the content and nature of soil and water conservation work have also undergone profound changes. In order to adapt to the soil and water conservation work under the new situation and further standardize the technical specifications for comprehensive control of soil and water conservation, the standard was revised according to the unified arrangement of the Department of International Cooperation, Science and Technology and the Department of Soil and Water Conservation, MWR.

1 Scope
1.1 This part of GB/T 16453 specifies the technical requirements for the planning, design, construction and management of small slope-specific storage and drainage works, small roadside or gully bottom storage and diversion works and flood diversion for silt deposition works.
1.2 The application scope of this part is as follows:
1.2.1 Small roadside or gully bottom storage and diversion works include those for utilization of water kiln (dry well), waterlogged land and hill spring water, which are suitable for arid and semi-arid areas in northern China. They may also serve as reference for some arid and semi-arid areas in southern China.
1.2.2 Flood diversion for silt deposition works refer to works that divert floods from slopes, roads, gullies and rivers during rainstorm to deposit silt for farmland or waste land in areas of soil erosion and water loss, which are suitable for arid and semi-arid areas in northern China. They may also serve as reference for some arid and semi-arid areas in southern China.
1.2.3 In addition to this part, the construction of small storage, drainage and diversion works shall also comply with those specified in the current relevant standards of the nation.

3 Small slope-specific storage and drainage works
3.1 Basic requirements
3.1.1 Small slope-specific storage and drainage works include intercepting ditches, drainage ditches, sand basins and reservoirs, which are suitable for rainy areas in southern China. They may also serve as reference for some earth-rock mountainous areas and hilly areas with heavy rainfall and large slope runoff in northern China.
3.1.2 Small slope-specific storage works shall be closely combined with slope land control measures such as terrace and soil and water conservation tillage as well as waste land control measures such as afforestation and grassing.
3.1.3 In the slope land control planning, the small slope-specific storage and drainage works shall be planned uniformly and constructed simultaneously with terrace and soil and water conservation tillage, so as to protect the safety of terraced area and soil conservation tillage area in case of the design rainstorm. At the same time, for the rainstorm runoff and structure design of small storage and drainage works, terrace and soil and water conservation tillage shall also be considered to reduce runoff sediment.
3.1.4 In the waste land control planning, the small slope-specific storage and drainage works shall be planned uniformly and constructed simultaneously with afforestation and grassing, so as to protect the safety of afforestation and grassing measures in case of the design rainstorm. At the same time, for the rainstorm runoff and structure design of small storage and drainage works, afforestation and grassing shall also be considered to reduce runoff sediment.
3.1.5 Water storage and utilization shall be fully considered in small slope-specific storage and drainage works. Refer to SL 267 and GB 50400 for design.
3.2 Planning
3.2.1 On the basis of planning for slope land or waste land control, special overall layout shall be carried out for small slope-specific storage and drainage works, and four main structures, such as intercepting ditch, drainage ditch, sand basin and reservoir, shall be reasonably laid out to form a complete defense system.
3.2.2 The layout of intercepting ditch shall follow the following principles:
a) When there is terrace or forest grassland under the slope, while slope land or barren slope above the slope, intercepting ditches shall be laid at the junction.
b) When the length of the slope without measures is too large, several intercepting ditches shall be arranged on the slope. The spacing between intercepting ditches is 20m to 30m, which is determined by design and calculation according to the ground gradient, soil texture and rainstorm runoff.
c) The storage intercepting ditch is basically arranged along the contour line, while the drainage intercepting ditch shall form a gradient of 1% to 2% with the contour line.
d) When the intercepting ditch is not horizontal, a small earth block with a height of 20cm to 30cm shall be constructed every 5m to 10m in the ditch to prevent scouring.
e) The drainage end of the drainage intercepting ditch shall be connected with the slope drainage ditch, and anti-scouring measures shall be taken at the joint.
3.2.3 The layout of drainage ditch shall follow the following principles:
a) Generally, the drainage ditches are arranged at both ends or lower end of the intercepting ditch on the slope to eliminate surface runoff that cannot be accommodated by the intercepting ditch. The end of the drainage ditch shall be connected to the reservoir or natural drainage channel.
b) The gradient of the drainage ditch on the slope is determined depending on the its drainage places (reservoir or natural drainage channel). When the drainage outlet is located at the slope toe, the drainage ditch is roughly orthogonal to the contour line of the slope; when the drainage place is on the slope, the drainage ditch may be arranged basically along or obliquely with the contour line. Anti-scouring measures (turf laying or stone lining) shall be taken for all kinds of layout.
c) The drainage ditches at both ends of the terraced area are generally arranged orthogonally with the contour line of the slope surface, and are roughly in the same direction as the roads at both ends of the terrace. Generally, water drop shall be arranged for the earth drainage ditch by sections. The longitudinal section of drainage ditch may be consistent with the large section of terraced area, with the width of each field as a horizontal section and the height of each field ridge as a drop, and anti-scouring measures (turf laying or stone lining) shall be taken at the water drop.
3.2.4 The layout of reservoirs and sand basins shall follow the following principles:
a) Generally, the reservoir is arranged at the slope toe or at the local concave part of the slope, and is connected with the end of the drainage ditch (or drainage intercepting ditch) to contain the drainage from the slope.
b) The distribution and volume of the reservoir shall be determined according to the principles of total slope runoff, the relationship between storage and drainage, labor saving in construction and convenient use. For a system of slope storage and drainage works, one reservoir may be arranged centrally, and several reservoirs may also be arranged dispersedly. The volume of single reservoir is 100m3 to 10,000m3.
c) The position of the reservoir shall be determined concretely according to the conditions of favorable terrain, convenient utilization, good lithology (no cracks, hidden cavities, gravel layers, etc.), large water storage capacity, small work quantity, convenient construction, etc.
d) Generally, sand basins are located near the upstream of the water inlet of the reservoir. The water discharged from the drainage ditch (or drainage intercepting ditch) first enters the sand basin for sediment deposition, then the clear water is discharged into the reservoir.
e) The specific position of the sand basin shall be determined according to the local topographic and engineering conditions, which may be close to or at a certain distance from the reservoir.
