1 Scope
This standard specifies the implementation conditions, test items, test methods, evaluation criteria and the contents of test report for the engineering approval evaluation of new hybrid electric vehicles.
This standard is applicable to hybrid electric vehicles.

3 Implementation Conditions
3.1 The following documents shall be provided before test:
a) Technical conditions and technical specification of product;
b) Operation and maintenance instructions;
c) Test report or technical document that may prove the sample vehicle conforms to the test requirements of the mandatory standards issued by the state;
d) Test report relevant to the principal assembly of vehicles (battery system, motor and its control system and on-board charging system, etc.);
e) Other necessary data and technical documents.
3.2 The test vehicle shall meet the requirements of the design drawing and the technical documents.
3.3 Number of sample vehicles used in engineering approval evaluation: 2.
3.4 After the manufacturer is provided with the above conditions, it may put forward the application for approval evaluation to the relevant department, and the approval evaluation shall be conducted by the state-licensed approval evaluation unit. The approval evaluation unit shall prepare the test program according to this standard. If any one of the following conditions is found during the evaluation, the evaluation unit shall terminate the evaluation.
