GB/T 28181-2016 Technical requirements for information transport, switch and control in video surveillance network system for public security (English Version)
This standard specifies the basic and safety requirements of peer-to-peer networking structure, transport, switch and control, as well as the technical requirements of control and protocol interface of video surveillance network system for public safety (hereinafter referred to as "network system").
This standard is applicable to the scheme design, system testing, acceptance of video surveillance network system for public safety, and to the research, development and manufacture of related devices.

3 Terms, Definitions and Abbreviations
3.1 Terms and Definitions
For the purpose of document, the following terms and definitions apply.
3.1.1
video surveillance network system for public security
it refers to the integrated network system used to maintain national security and social stability, to prevent and crack down illegal and criminal activities, which is based on integrated application of video and audio surveillance, communication, computer network, system integration and other technologies; it is able to fulfill the interconnection, intercmmunication and intercontrol between different devices and between systems, and has such functions as information collection, transport, switch, control, display, storage and processing

data of network system
it refers to information transport, switch, control in network system, mainly include alarm information (analog switch quantity alarm and data protocol alarm), video information (analog video signal and digital video signal), audio information (analog audio signal and digital audio signal), device control information (serial port data and IP network data), device management information (serial port data and IP network data) and other information
3.1.3
front-end device
it refers to the device of information collection, coding/treatment, storage, transport and safety control, installed at the site of monitor and control in network system
3.1.4
surveillance site
it refers to the location or places of front-end device installation or surveillance and control
3.1.5
surveillance center
it refers to the specific information collection, treatment and shared node in network system
Note: monitor and control management personnel conduct centralized management and control on network system, apply and deal with the surveillance information.

user terminal
it refers to the client device with operation demand for data and/or device in the system and registered with network system and authorized
3.1.7
digital access
it refers to access mode with which front-end device or regional monitor and control alarm system transports digital video and audio signal to the surveillance center through digital transmission channel
Note: Include the access mode with which analog video and audio signals of front-end analog camera are converted to digital audio and video signals through DVR, DVS and other transcoding devices, and then transmitted to the surveillance center through digital transmission channels.

it refers to access mode with which front-end device or regional monitor and control alarm system transports digital video and audio signal to the surveillance center through analogue transmission channel

analog and digital surveillance system
it refers to the surveillance system with coexistence of simulation and digital signal control and treatment methods at the surveillance center

it refers to the surveillance system with the existence of digital signal control and treatment method

it refers to the Framework Agreement for multi-party multimedia communication and formulated by IETF

1 Scope
