本标准规定了基于公用电信网的宽带客户网络与公用电信网的连接、宽带客户网络支持的电信类业务、宽带客户网络的参考模型、宽带客户网络的功能、宽带客户网络的媒体格式、宽带客户网络的数字版权管理、宽带客户网络的编号及地址、宽带客户网络的性能、宽带客户网络设备的电气安全、宽带客户网络设备的电磁兼容、宽带客户网络设备的环保要求等。
