1 Scope
This standard specifies the general requirements of the power demand response system, including the terms and definitions of the system, system architecture, basic functions, performance indexes, system interface and communication requirements, working environment and safety precautions requirements.
This standard is applicable to the design, development and operation of the power demand response system.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
demand response (DR)
participation behavior that power users respond to the price signal or incentive mechanism issued by the implementation organization and change the power consumption pattern
3.2
demand response system
software and hardware system that realizes the functions such as demand response information processing, operation monitoring, business management and plan regulating, through two-way information interaction After the initial conditions are set, the system that may automatically implement demand response is an automatic demand response system
3.3
demand response capability
ability of power users to change their own power consumption behavior and adjust electrical load and related equipment
3.4
actor of demand response
individual or organization who has relevant equipment, systems or programs and may participate in demand response and who shall have the ability to make decisions independently and exchange information with other actors through interfaces
3.5
regulator of demand response
organization that formulates demand response mechanisms and rules, and supervises demand response plans and business execution processes
3.6
energy supplier
main body, as well as demander of demand response services, who provides various forms of energy development and utilization services to meet the energy demands of power users
3.7
service and management provider of demand response
provider who is responsible for the management and implementation of demand response business within a region
