1 Scope
This standard specifies the terms and definitions, basic principles, assessment procedures, boundaries and scope of energy consumption statistics, benchmark of energy consumption, actual energy consumption, energy efficiency index, energy efficiency analysis, and measures for optimizing energy efficiency for the energy efficiency assessment of electric arc furnace process.
This standard is applicable to energy efficiency assessment and energy-saving potential analysis of the electric arc furnace process in iron and steel enterprises.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 23331, GB/T 28924 and YB/T 4662 apply.
4 Basic principles
The energy efficiency assessment of electric arc furnace process shall adhere to the following basic principles:
a) Legal compliance: The assessment object shall comply with national laws and regulations of China, the policies for the iron and steel industry, and relevant mandatory standards for energy conservation and emission reduction;
b) Efficient use of energy: Promote the efficient use and rational allocation of energy, encourage enterprises to adopt advanced energy-saving technologies or management measures, and improve production links with low energy efficiency;
c) Stressing the key points: Concentrate on key processes and equipment with high energy consumption and significant energy-saving potential, and analyze the main factors affecting energy efficiency;
d) Scientific and reasonable approach: Ensure the comparability of the assessment indexes and the reasonableness of the assessment and analysis by eliminating the influence of incomparable factors to the extent permitted by conditions.
5 Assessment procedures
The energy efficiency assessment of electric arc furnace process shall include, but is not limited to, the following procedures:
a) Determine the boundaries and the scope of energy consumption statistics;
b) Collect on-site data of the assessment object and calculate actual energy consumption;
c) Calculate the modified benchmark of energy consumption based on the actual on-site conditions;
d) Calculate the energy efficiency indexes of the electric arc furnace process and assess the energy efficiency grade;
e) Analyze the level of energy usage, the configuration of energy measuring instruments, and the potential for energy savings; and
f) Propose measures for optimizing energy efficiency.
