Safety technical requirements for the management, use, inspection and maintenance of hand-held electric tools
1 Scope
This document specifies the safety technical requirements for the management, use, inspection and maintenance of hand-held electric tools (including hand-held garden tools, hereinafter referred to as "tools").
This document is applicable to AC single-phase tools with a rated voltage not exceeding 250 V, AC three-phase tools with a rated voltage not exceeding 440 V, and battery tools and battery packs with a maximum rated voltage of DC 75 V.
This document is not applicable to tools outside the scope consistent with GB/T 3883.1-2014.
2 Normative references
The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. For dated references, only the edition cited applies. For undated references, the latest edition (including any amendments) applies.
GB 2099.7, Safety technical specification for extension sockets for household and similar use
GB/T 3883.1-2014, Safety of hand-held, movable and garden tools - Part 1: General requirements
GB/T 42729-2023, Guidelines for safe use of lithium-ion batteries and battery packs
3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 3883.1-2014, as well as the following, apply.
3.1 battery tool
A tool that is not a Class I, Class II or Class III tool, with an integral battery pack, a detachable battery pack or a separate battery pack.
Note: The hand-held electric tools covered by this document include both battery-powered and non-battery-powered types.
4 Management
4.1 Management shall include the following:
a) Before using a new tool, check whether it has a product certificate and instruction manual, and retain the instruction manual; for tools/components or chargers (if applicable) that require national mandatory certification, check whether they bear the national mandatory certification mark.
b) Inspect and maintain tools, chargers (if applicable) and battery packs (if applicable).
c) Store tools, chargers (if applicable) and battery packs (if applicable).
d) Provide safety technical education and training for personnel involved in use, inspection and maintenance.
e) Establish technical records for use, inspection and maintenance.
4.2 Corresponding safety operating procedures shall be formulated in accordance with the requirements of this document, the safety markings and instruction manual requirements of the tools, and the actual conditions of use. The contents of the safety operating procedures shall include, but not be limited to:
a) The scope of use and restricted use locations of the tools;
b) The correct method of use and operating procedures of the tools;
5 Use
5.1 General requirements for the use of tools
The general requirements for the use of tools include:
a) Before use, the operator shall carefully read the instruction manual and safety operating procedures, understand the functions of the tool in detail, master the correct method of use, and take necessary protective measures;
b) Moving parts and other hazardous components of the tool shall not be removed;
c) The tool shall not be modified beyond the provisions of the instruction manual;
d) For tools specified in the instruction manual as suitable for connection to a liquid supply, the residual current protective device and isolating transformer on the tool shall be used in accordance with the provisions of the instruction manual;
e) When using tools in general workplaces, protective measures such as residual current protective devices with a rated residual operating current not exceeding 30 mA shall be adopted in the electrical circuit;
f) When carrying out special operations such as confined space work and work at height, the relevant regulations for special operations shall be followed;
g) Tools shall not be used in rain or snow environments, unless otherwise specifically provided in the instruction manual;
h) When operating the tool in a position where it may cut into the tool's own flexible cord or concealed wiring, the tool shall be held by insulated gripping surfaces and handles;
i) Before connecting the power supply and/or battery pack, as well as before moving or carrying the tool, ensure that the switch is in the off position;
j) When using hand-held garden tools, appropriate safety distances shall be maintained from surrounding personnel, animals and facilities such as overhead lines.
5.2 Use of non-battery-powered tools
5.2.1 The tool power connection device shall comply with the following requirements:
a) The plug on the power cord shall not be arbitrarily removed or replaced;
b) Tools without plugs shall be correctly connected in accordance with the provisions of the instruction manual;
c) For tools with appliance inlets, the external power cord shall be selected in accordance with the instruction manual;
d) If extension sockets are used, they shall comply with the provisions of GB 2099.7.
5.2.2 The power cord of the tool shall not be arbitrarily extended or replaced. When the power supply is far from the tool operating point and the power cord length is insufficient, an extension cord shall be used for connection.
5.3 Use of battery-powered tools
5.3.1 The provisions of Clause 6 of GB/T 42729-2023 shall be complied with.
Note: The use of battery-powered tools as referred to in this document includes both the use and charging processes.
The battery shall not be connected with reverse polarity or short-circuited.
The battery shall not be thrown into fire or placed in water.
The battery shall not be punctured with sharp objects or impacted.
