1 General Provisions
1.0.1 This code is formulated in order to implement the fundamental national policies, improve the efficiency of energy utilization and regulate the design of energy saving for water resources and hydropower projects.
1.0.2 This code is applicable to the design of energy saving for large and medium-sized water resources and hydropower projects which are new, reconstructed and extended.
1.0.3 The design of energy saving for water resources and hydropower projects must comply with the relevant national policies, combine with specific project conditions, adopt new techniques, materials and process, then achieve safety and reliability, energy saving and economic feasibility.
1.0.4 The design of energy saving for water resources and hydropower projects shall not only comply with this code, but also meet the requirements of the relevant national standards.
2 Basic Requirements
2.0.1 The design of energy saving for water resources and hydropower projects and the project design shall be carried out simultaneously. The technical measures for Energy saving design shall be implemented while the project is under way.
2.0.2 The project design report shall have the special article (chapter) of energy saving, determine the principles, schemes and measures of the energy-saving design and analyze the effect of energy saving.
2.0.3 As for the design of energy saving for water resources and hydropower projects, not only the fundamental materials and design schemes of the project design shall be collected, but also materials including the energy supply, energy consumption, energy planning and energy saving index of the province (municipality, autonomous region) that the project is located in.
2.0.4 Where the design of the reconstructed and extended project is carried out, the current situation of energy consumption of the existing project shall be analyzed and the energy-saving design scheme for the reconstructed and extended project shall be proposed.
2.0.5 As for the major selected equipment and materials for the project design, specific energy-saving index or requirements shall be proposed.
