1 General Provisions
1.0.1 This standard is formulated with a view to strengthening the supervision and management and facilitating the management level improvement for the operation safety of gas system.
1.0.2 This standard is applicable to the current safety assessment of gas system which has been put into production and used in such fields as residence, commercial, industrial enterprises and automobiles.
This standard is not applicable to gas production, conveying of natural gas pipeline before city gate station as well as the production and use of biogas and straw gas.
1.0.3 The safety assessment of gas system shall not only meet the requirements of this standard, shall also comply with those stipulated in the relevant current national standards.
2 Terms
2.0.1 gas
public combustible gas complying with quality requirements, which are used for various fields such as residence, commercial, industrial enterprises and automobiles; generally, gas includes natural gas, liquefied petroleum gas and manufactured gas
2.0.2 gas system
the system composed of station, pipeline, user facility, manufactured gas production, etc. and used for storage, transmission, distribution and application of gas
2.0.3 subsystem
a part of gas system whose function is relatively independent
2.0.4 assessment unit
the limited and definite unit of the system divided according to the requirements of assessment object and method based on analysis of hazardous and harmful factors
2.0.5 qualitative safety assessment
a method of scientific analysis and judgment in virtue of experience, knowledge and observation of objects as well as the understanding of development law. Hazardous and harmful factors of the system may be found with this method, and may be controlled by countermeasures proposed from aspects such as technology, management and education and training so as to realize system safety purpose
2.0.6 quantitative safety assessment
a method of quantitative assessment through constructing mathematical model with scientific method according to statistical data, detection data and data information of same or similar system in line with relevant standard
2.0.7 site assessment
safety assessment for surrounding environment of assessment object, state, operation, and maintenance of on-site facilities as well as on-site operation
2.0.8 management assessment
safety assessment for such aspects as safety management system, personnel, system, regulation and education and training of enterprise which the assessment object is subordinated to
2.0.9 safety review table analysis
the process of listing a series of inspection items of relevant safety aspects in table, and then inspecting and analyzing by reference to actual situation of assessment object, through such safety review table, potential safety hazards may be found, and safety level of assessment object may be provided according to hazard severity
2.0.10 compressed natural gas (CNG) supply station
the station carrying out discharge, heating, pressure regulation, storage, measurement and odorization of CNG and supplying it into urban gas transmission and distribution pipeline, including CNG storage and distribution station and supply station of CNG multiple cylinder installations
2.0.11 liquefied petroleum gases (LPG) supply station
a general term for urban LPG storage and distribution station, storage station, filling station, vaporizing station and gas mixing station, excluding vaporizing station of multiple cylinder installations and bottled supply station
3 Basic Requirements
3.1 General Requirements
3.1.1 During production & operation activities, gas operation enterprise shall periodically carry out safety assessment. Any potential accident found in assessment process shall be immediately corrected or corrected within a prescribed period through preparing treatment scheme. In case of major or more serious accident of gas system, the gas system with accident must be subject to safety assessment immediately.
3.1.2 For the self safety assessment of gas operation enterprise, safety assessment for safety production condition of gas system of this enterprise may be carried out by assessment group composed of personnel familiar with production technology and safety management of this enterprise or entrusted to a third party safety production professional service organization according to this standard.
3.1.3 Legal safety assessment or safety assessment involving administrative license must be undertaken by the uninterested third party safety production professional service organization provided with qualification specified by the State.
3.1.4 Quantity of inspection points in assessment shall be reasonably determined according to the actual situation of assessment object.
3.1.5 During the assessment, all items scored 8 or above and those underlined are important items; where any of such items fails to meet the requirements, corresponding countermeasures must be taken and description must be made.
3.2 Assessment Objects
3.2.1 Determination of assessment object shall comply with the principle of relatively independent and relatively complete, and the overall gas system or several subsystems of its are regarded as safety assessment objects.
3.2.2 For safety assessment of relatively large system, if the subsystem thereof has been subject to independent safety assessment and the safety assessment conclusion is within validity period, the safety assessment score may be directly used and regarded as basis for the safety assessment conclusion of overall system.
3.3 Assessment Procedures and Report
3.3.1 Safety assessment procedures of gas system shall include previous preparation, on-site inspection, correction and re-inspection as well as preparation of safety assessment report.
3.3.2 Safety assessment report of gas system shall include: basic situation, identification and analysis of dangerous and harmful factors, division of assessment units, qualitative and quantitative assessments, safety countermeasures and suggestions, safety assessment conclusion, etc.
3.3.3 Format of safety assessment report shall meet the requirements of the current professional standard AQ 8001 General Principle of Safety Assessment.
3.4 Safety Assessment Method
3.4.1 Quantitative safety assessment method should be adopted for safety assessment of gas system. Where qualitative safety assessment is adopted, safety review table method shall be mainly adopted, supplemented by other safety assessment method.
3.4.2 The minimum score of each item in safety review table may be 0.
3.4.3 Score of site review table of assessment object and that of safety management review table shall be converted to the actual score where 100 is regarded as full score.
3.4.4 Where safety review table assessment is adopted, site review table of assessment object and safety management review table shall be respectively adopted for assessment scoring; the total score of assessment object shall be calculated according to the following formula:

Q——the total score of assessment object;
Q1——the site review table score of assessment object;
Q2——the safety management review table score.
3.4.5 Where the assessment object has multiple subsystems, the total score of subsystem shall also be calculated according to Formula (3.4.4). The total score of assessment object shall be calculated according to the following formula:

S——the total score of site assessment of assessment object;
Si——the total score of subsystem of assessment object;
Pi——the weight occupied by the subsystem of assessment object, which is comprehensively determined according to the assessment object characteristics; the weight where supervisory control and data acquisition system of pipe network is available shall not be lower than 0.05;
n——the quantity of all subsystems of assessment object.
3.4.6 In case of any missing item or peculiar item in review table for assessment object, items in this table shall be added or reduced based on the actual situation, and be converted according to the requirements of 3.4.3.
3.4.7 Assessment conclusion for assessment object shall be provided based on total score of assessment object according to the requirements of 3.4.7.
