1 General Provisions
1.0.1 This standard is formulated with a view to ensuring the health and safety of operating personnel, improving their operating environments and living conditions, protecting the ecological environment, prevent the environment from being polluted in the construction process and the various diseases from breeding.
1.0.2 This standard is applicable to the construction, extension and renovation of civil works, construction works, wiring and pipeline works, equipment installation works, renovation and embellishment works and demolition works.
1.0.3 The construction sites specified in this standard include construction area, office area and living area.
1.0.4 In addition to the provisions in the standard and related compulsory standards, the environment and sanitation of the construction sites shall also be in accordance with related and current national compulsory standards.2 General Rules
2.0.1 Corresponding isolation measures shall be taken to clearly separate the working area from the office area and living area.
2.0.2 The construction sites must be surrounded with railings or fences that shall not be less than 1.8m in the height.
2.0.3 The names or labels of the enterprises in charge shall be marked in the passageways of the construction sites. Boards displaying the general situations of the projects shall be installed in the main passageways. Inside the entrance gates, there shall be boards displaying the master plans of the construction sites, safety production, fire-fighting and guidance, environmental protection and civilization construction.
2.0.4 The temporary houses in the construction sites shall be sited in places complying with relevant national regulations on safety and fire protection.
2.0.5 In the construction design, effective measures shall be taken to prevent air, water, soil and noise pollution and to improve the environmental sanitation.
2.0.6 The construction enterprises shall take effective occupational disease prevention measures and provide requisite protective articles to the operating personnel. For those engaging in works susceptible to occupational diseases, periodical physical examination and training shall be made to them.
2.0.7 Base on the characteristics of each season, the construction enterprises shall ensure the dietary hygiene and take measures for heatstroke prevention, protection against cold, heating, anti-gas poisoning and epidemic prevention.
2.0.8 Environmental protection and sanitation management and examination systems shall be taken in the construction sites and corresponding records shall be made.
2.0.9 The education and training for the operating personnel shall include relate laws and regulations concerning environmental protection and sanitation.
2.0.10 The construction enterprises shall prepare emergency preplan to handle disruptive events of public health according to related laws and regulations.
3 Environmental Protection
3.1 Prevention and control of air pollution
3.1.1 Hardening treatment must be carried out for main roads of the construction site, and the earth shall be piled intensively. Naked field and the intensively piled earth shall be treated with some measures including covering, solidifying or landscaping.
3.1.2 It is required to carry out insulation, sprinkling and other measures when dismantling buildings and structures, and also to clean up rejected materials at stated periods.
3.1.3 Measures for preventing dust nuisance shall be adopted for the earth-moving operation in construction site.
3.1.4 Sealed type transport vehicle or covering measures shall be adopted for the transportation of earthwork, dregs and construction rubbish; measures for guaranteeing the cleanness of vehicles shall be adopted at the passageway of the construction site.
3.1.5 Place for stocking materials and large molding-boards in site must be level and stable. The cement and other flying fine-grain building materials shall be deposited in closed place or be covered.
3.1.6 In the construction site, measures for sealing and dust fall shall be adopted.
3.1.7 Cleaning and transportation of construction rubbish in buildings must be carried out with corresponding container or pipeline. Heavenward throwing must not be adopted.
