1 General Provisions
1.0.1 This standard is developed in order to improve people's health, implement "Healthy China" National Strategy, advance "Healthy China" construction, attain the improvement of building health performance and guide the construction of healthy building.
1.0.2 This standard is applicable to the assessment of the health performance of civil building.
1.0.3 Besides complying with this standard, the assessment on healthy building shall meet the requirements of the current relevant standards of the state.
2 Terms
2.0.1 healthy building
building which provide user with healthy environment, facilities and service, promote users' physical and mental health, and attain improvement of health performance on the base of meeting the performance requirements of green building.
2.0.2 indoor air quality apparent index
dimensionless index which indicates quality condition of indoor air in a quantitative way.
2.0.3 equivalent melanopic illuminance
luminous intensity derived from the effect of radiant illumination on human's non-visual system.
2.0.4 soundscape
acoustic environment that individual or group perceives, understands or experiences in a given scenario.
3 Basic Requirements
3.1 General
3.1.1 Comprehensive assessment shall be carried out on the indexes of healthy building, such as air, water, comfort, exercise, humanity and service.
3.1.2 Fully-decorated building complex, single building or zone in a building shall be regarded as assessment object of healthy building. Where single building or zone in a building is assessed, its integral indexes shall be assessed based on the overall assessment on the construction project that it belongs to.
3.1.3 Assessment on healthy building includes design assessment and operation assessment. Design assessment shall be carried out upon the examination of the construction drawing; and operation assessment upon the building passes the final acceptance and has been used for one year.
3.1.4 Technical analysis shall be carried out for building to prepare design scheme; the technology, products, materials, equipment, facilities and services with be able to improve physical and mental health of human are adopted; overall control shall be made on design and use of building.
3.2 Assessment and Rating
3.2.1 Assessment indexes for healthy building shall cover air, water, comfort, exercise, humanity and service, one of which shall include prerequisite items and scoring items. The assessment index system is uniformly provided with bonus items.
3.2.2 The indexes referred to in the service clause shall not be assessed in design assessment, but relevant provisions may be pre-assessed. All the indexes shall be assessed in the operation assessment.
3.2.3 The result of prerequisite item shall be "Pass" or "Fail"; that of scoring item and bonus item shall be a score.
