1.0.1 This standard is formulated to standardize and guide the planning, design, construction and operation and maintenance of the national toll road network toll collection system.
1.0.2 This standard is applicable to the construction of new or expanded toll road network toll collection system and the upgrading of existing facilities.
1.0.3 The toll road network toll collection system shall follow the principles of maturity and stability, safety and reliability, and moderate advancement, and adhere to the concepts of system coordination, information sharing, resource conservation and environmental protection.
1.0.4 The toll road network toll collection system shall actively and steadily adopt new technologies, new materials, new equipment and new techniques.
1.0.5 In addition to the provisions of this standard, the toll road network toll collection system shall also conform to the provisions of the relevant national and industry standards in force.
2 Terminology and symbols
2.1 Terminology
3 Basic provisions
3.0.1 Expressways, as well as other closed toll roads, shall not have toll stations on the main line except for the entry/exit at both ends.
3.0.2 Toll roads shall be tolled in sections where traffic flow may change, and bridges or tunnels which are tolled separately may be tolled as separate sections.
3.0.3 The toll road network charging system shall adopt the ETC method as the main method and the MTC method as a supplement, and support multiple payment methods.
3.0.4 The toll road network toll collection system shall realize the charging of passing vehicles according to the actual path by setting up ETC gantry system, adopting media billing or online billing.
3.0.5 The toll road network toll collection system shall charge by vehicle type. The vehicle type classification standard shall conform to the provisions of the current "Toll Road Vehicle Toll Type Classification" (JT/T489).
3.0.6 The toll road network toll collection media official use ETC vehicle equipment, CPC, and under special circumstances may use paper coupons.
3.0.7 The network security protection capability, data security protection capability and personal information protection measures of the toll road network toll collection system shall comply with the relevant national laws and regulations, and the password application shall comply with the relevant provisions of the national password management.
4 Overall architecture
4.1 System framework
4.1.1 The toll road network toll collection system shall be composed of systems at both the ministerial and provincial levels. The systems at the ministerial and provincial levels shall cooperate with each other to complete the charging, settlement, issuance, customer service, auditing and operation monitoring.
4.1.2 The Ministry-level system shall include the Ministry's networked toll collection centre system, the Ministry's key management and service centre system, etc.
5 Ministry network charge centre system
5.1 System composition
5.1.1 The Ministry's networked toll collection centre system shall consist of the Ministry's splitting and settlement system, the Ministry's transaction reconciliation system, the network-wide rate management and billing system, the invoice service system, the audit management system, the network-wide operation monitoring system, the data management and service system, the basic information management system, the reservation passage system, the MTC passage media management system, the issue authentication and supervision system, the consultation and complaint system, etc.
5.1.2 It is appropriate for the Ministry's networked toll centre system to adopt cloud computing technology and co-ordinate the planning of resources such as computing, storage, network, operating system, database and middleware.
6 Provincial networked charging centre system
6.1 System composition
6.1.1 It is appropriate for the provincial networked toll centre system to consist of a provincial splitting and settlement system, a provincial transaction reconciliation system, a provincial rate management and billing system, a toll mobile phone payment system, a provincial audit management system, a provincial operation monitoring system, a provincial data management and service system, a CPC issuance system, a provincial online key system, a provincial clock calibration system, etc.
7 Regional/section centre system
7.1 System components
7.1.1 The regional/section centre system can be set up according to management needs.
7.1.2 The regional/road section centre system can be composed of toll management system, special situation management system, audit management system, system operation status monitoring system, toll video monitoring system, statistical report management system, data transmission system, etc.
8 ETC gantry system
8.1 System composition
8.1.1 The ETC gantry system shall be composed of lane controller, RSU, HD camera, license plate image recognition equipment, fill light, gantry server, network security equipment, etc. Optional configuration of vehicle detector.
9 Toll station system
9.1 System composition
9.1.1 The toll station system can be composed of toll management system, station-level operation monitoring system, special situation management system, MTC pass media management system, handover management system, statistical analysis system, ticket management system, station-level transmission system, etc.
9.1.2 The network of the toll station system should adopt a star-shaped open network structure, and should be configured with computing and storage equipment, network equipment, network security equipment, management workstations, printers, uBs, etc. Computing and storage can be implemented using cloud computing technology.
9.1.3 It is advisable to simplify the toll station system when the higher level system realises the functions of the toll station system.
9.1.4 The toll station system network should be physically isolated from other information systems such as the office system at this level.
10 Toll lane system
10.1 General provisions
10.1.1 Toll plazas shall be reasonably configured with ETC special lanes and ETC/MTC mixed lanes according to the traffic volume and service demand.

10.1.2 It is appropriate to configure portable toll terminals at toll plazas.
10.1.3 The toll lane system should have PSAM card authorization function.
10.1.4 The exit toll lane system should be equipped with the function of missing fitting of front-sequence ETC gantry counting.
10.1.5 Mixed ETC/MTC lanes may have self-service (card collection and toll payment) functions.
11 Customer service system
11.1 General provisions
11.1.1 The customer service system shall have the function of providing services to the users of toll road network toll collection, which shall specifically comply with the following provisions:
1 It shall have the functions of receiving and handling enquiries and complaints from ETC users and MTC users. 2 It shall have the functions of issuing, using, after-sales, crediting and debiting, and cancellation of ETC users.
11.1.2 The customer service system shall support online and offline and other service methods.
11.1.3 The customer service system shall meet the requirement of 7d×24h uninterrupted service of the system.
12 Key system
12.1 General provisions
12.1.1 The key system for networked toll collection shall be at the ministry and provincial levels, with the logical structure as shown in Figure 12,1.1. The root key of networked charging business shall be obtained by the decentralized root key of the transportation industry, the main key of the ministry of networked charging shall be obtained by the decentralized root key of networked charging business, and the provincial key shall be obtained by the decentralized main key of the ministry.
13 Coding and data transmission
13.1 Key information encoding
13.1.1 The encoding of key information for network charging shall be in binary unless otherwise specified.
14 Network security requirements
14.1 General requirements
14.1.1 The networked toll collection system shall be divided into security areas according to its different degrees of importance as the Ministry's networked toll collection centre system, the Ministry's key management and service centre system, the provincial networked toll collection centre system, the regional/section centre system, the ETC gantry system, the toll station system, the ETC issuance system and the provincial online key system.
14.1.2 The networked toll collection system as a whole shall maintain the dedicated attributes of the dedicated toll network.
14.1.3 The Ministry's networked toll collection centre system and the provincial networked toll collection centre system may provide outlets for connection to external networks, and the outlets shall be equipped with boundary protection equipment and set up with strict boundary protection policies.
14.1.4 The networked charging system shall establish a systematic networked charging key management system to support the cryptographic technology application requirements for access control, authentication identification and data security of the provincial networked charging centre system, the regional/section centre system, the charging station system and the EC gantry system.
14.1.5 The cryptographic technology and products used in the networked toll collection system shall comply with the relevant requirements of national cryptographic management and the current "Basic Requirements for Information Security Technology" Information System Cryptographic Application" (GB/T39786).
