1 General
1.0.1 This Standards is formulated to strengthen the highway maintenance management, conduct scientific assessment of the highway performance and service level, and accelerate the scientization, normalization and institutionalization of highway performance inspection and assessment.
1.0.2 This Standards is applicable to standard highway, and may be used for reference by substandard highway.
1.0.3 The highway performance assessment shall follow objective, scientific and efficient principles, and advanced inspection and assessment measures shall be adopted actively to guarantee the preciseness and reliability of the inspection and assessment results.
1.0.4 All-level competent communications departments and highway authorities shall strengthen the supervision of highway performance assessment, establish and improve the relevant rules and regulations, and improve the technology level of highway maintenance management.
1.0.5 All regions shall scientifically prepare the highway maintenance plan and actively implement preventative maintenance according to the highway performance assessment results.
1.0.6 In addition to the provisions in this Standards, the inspection and assessment of highway performance shall also meet the requirements of other relevant national and professional standards and regulations.
2 Highway Performance Standards
2.0.1 The highway performance is expressed by Maintenance Quality Indicator (MQI) and corresponding sub-items indexes with the range of both is 0~100.
2.0.2 The highway performance is divided into five grades, which are Excellent, Good, Moderate, Inferior, Poor. The highway performance grade is determined according to 2.0.2.
