1 General 1.0.1 This specification is formulated to standardize the traffic organization design of highway reconstruction and expansion projects. 1.0.2 This specification shall apply to the traffic organization design of the feasibility study, design and construction stages of highway reconstruction and expansion projects. Article Description The purpose of traffic organisation design for highway reconstruction and expansion is to facilitate the smooth implementation of the reconstruction and expansion project and to control the social impact of the project in terms of traffic during the reconstruction and expansion period in a safe and orderly manner. Unlike new construction projects, highway reconstruction and expansion projects need to balance the needs of construction and traffic preservation. The need to maintain access can sometimes be an important factor in the overall scheme of an extension, and therefore needs to be considered at the feasibility, design and construction stages. The design of the highway extension itself and the traffic organisation need to be harmonised and balanced with each other. The traffic organisation scheme will influence the design of the main project and the construction scheme, and therefore the traffic organisation design must be considered as part of the overall design of the extension. 2 Terminology 2.0.1 the traffic organisation for reconstruction and extension The comprehensive traffic management measures taken to ensure that the project road and the regional road network maintain a certain level of traffic conditions and service during the construction of the reconstruction and extension project. 2.0.2 detouring Traffic organisation and management measures to divert traffic flow from the project road to other roads or urban roads in the regional road network. 3 Investigation, analysis and traffic volume forecasting 3.1 General provisions 3.1.1 In the feasibility study stage and preliminary design stage of the highway reconstruction and expansion project, investigation, analysis and traffic forecast shall be carried out respectively; in the construction drawing design stage and construction stage, when the actual conditions change, it is appropriate to supplement the investigation, analysis, and amend the traffic forecast results. 3.1.2 Investigation, analysis and traffic volume prediction can be carried out in conjunction with the feasibility study and survey design of the main project. Supplementary surveys can be carried out on the basis of social, economic, traffic, defence, environmental, climatic and major socio-economic activities collected during the feasibility study and according to the needs of traffic organisation and design. The survey may use data collection, on-site observation, questionnaires, interviews and other methods. Article Description The traffic organisation survey for highway expansion and engineering feasibility study share the same content of information, and in order to avoid duplication of work, as much information as possible must be used. However, they have different purposes, different requirements, different time spans of concern, differences in depth and breadth, and still need to carry out supplementary surveys. The Measures for the Preparation of Feasibility Study Reports for Highway Construction Projects (Jiaotong Planning Fa [2010] No. 178) explains the specific content of survey information during the feasibility study stage of the project. Supplementary surveys on traffic organisation mainly focus on aspects closely related to the regional road network diversion and section preservation traffic organisation schemes, such as the capacity and potential of the local road network to accept diversions, the duration of accepting diversions, and the demand of the community to maintain access during the project road reconstruction and expansion. 3.1.3 The results of the survey, analysis and traffic forecast shall meet the requirements of the overall design of traffic organisation, diversion of the regional road network, design of traffic organisation for the traffic preservation road section, design of traffic organisation in emergency situations and design of supporting facilities for traffic organisation. 4 General design of traffic organisation 4.1 - General provisions 4.1.1 The overall design of traffic organisation shall be harmonised and complementary to the overall scheme of the highway reconstruction and expansion project. 4.1.2 The overall design of traffic organisation shall take into account the needs of construction units, operation and management units and road users. 4.1.3 The overall design of the traffic organisation shall be determined by taking into account the political, economic, cultural and natural conditions of the location of the project road, as well as the demand for the duration of the highway reconstruction and expansion, and the degree of difficulty of construction. 4.1.4 Depending on the complexity of the project, the feasibility study phase of the highway expansion shall be conducted in accordance with the following provisions: 1. When the traffic organisation scheme is complex, a thematic study on the traffic organisation scheme shall be carried out simultaneously and a thematic study report shall be provided. The thematic study report shall include survey and traffic volume analysis, traffic organisation plan study, regional road network diversion plan study, traffic organisation plan study for the section of the bail road, emergency plan, traffic organisation support facilities, traffic organisation cost estimation and relevant social impact analysis and evaluation, etc. The study report shall be prepared in accordance with the requirements and format of Appendix B "Outline of Traffic Organisation Plan Thematic Study Report Preparation". In addition, a special section on traffic organisation should be added to the feasibility study report, and the main conclusions of the study report should be reflected in the special section on traffic organisation. 2. When the traffic organisation scheme is simple, the thematic study report on the traffic organisation scheme may not be provided, but a special section on traffic organisation shall be included in the feasibility study report, and the special section on traffic organisation shall provide the traffic organisation scheme and the solutions to the key problems in each stage of the expansion process. 5 Regional road network diversion 5.1 - General provisions 5.1.1 The regional road network diversion scheme shall be determined in accordance with the overall design of the traffic organisation. 5.1.2 The regional road network diversion scheme shall comprise an overall diversion scheme for the project road and a local section diversion scheme. Description Local diversions mainly occur during construction periods such as the demolition and reconstruction of overpasses, tunnel blasting and high side slope excavation. 5.1.3 The development of a diversion scheme for the regional road network should be accompanied by a corresponding return flow scheme. 5.1.4 The design content of regional road network diversion in each stage of the reconstruction and expansion project shall meet the following requirements: l Feasibility study stage should be the regional road network diversion program research and program selection. 2 design stage should be the project road as a whole diversion recommended scheme, local sections of short-time diversion scheme, back flow scheme for specific design. 3 During the construction phase, if there are significant changes in the traffic conditions or traffic demand on the project road and the affected area, the regional road network diversion scheme should be adjusted. Article Description 3 This article in the construction phase of the access conditions or traffic demand significantly changed mainly include the following circumstances: (1) when the project area of influence of new roads or existing roads to carry out maintenance, major repairs; (2) the project road capacity has changed significantly; (3) and the expansion of the relevant policies (such as road toll adjustment), the project road construction methods and techniques, construction plans, the impact area road network construction and maintenance plans and progress changes. 6 Paul Road section traffic organization 6.1 General provisions 6.1.1-Protection road section traffic organization shall be determined according to the overall design of traffic organization. 6.1.2-Traffic organization design of the section of the bail road shall include the following contents: 1 Traffic organisation of the general section. 2 Traffic organisation at key work points. 6.1.3 The traffic organization design of each stage of the improvement and expansion project shall meet the following requirements: 1 During the feasibility study stage, the traffic organization of the section of the road shall be compared and recommended for each construction stage. 2 During the preliminary design stage, the corresponding traffic organization shall be compared and determined according to the different engineering design schemes and construction schemes of the section of the road. 3 During the construction drawing design stage, the traffic organisation design shall be carried out according to the determined traffic organisation scheme for the section of the Paulding Road.4 During the construction stage, the traffic organisation design for the section of the Paulding Road shall be dynamically adjusted according to the actual situation. 6.1.4 - The traffic organisation design of the bail road section shall be co-ordinated with the division of the operation section and considered comprehensively. Article Description The traffic organisation design of the bail road section shall be coordinated with the division of the operation area and integrated consideration to reduce the traffic control time. 7 Traffic organisation in emergency situations 7.1 General provisions 7.1.1 In case of emergency, the traffic organisation shall be carried out according to the overall design of the traffic organisation and the emergency plan for production safety accidents of the renovation and expansion project, taking into account the specific conditions of the project. Article description Highway renovation and expansion projects will generally prepare corresponding emergency plans in accordance with the provisions of the Guidelines for the Preparation of Production Safety Accident Emergency Plans for Production and Operation Units (GB/T 29639), which will set out linkage requirements for the traffic organisation of the regional road network diversion and project road preservation. 8 Traffic organisation supporting facilities 8.1 General provisions 8.1.1 ﹑ should be based on the regional road network diversion, bail road section traffic organization and traffic organization emergency plan set up management facilities, safety facilities, service facilities and other traffic organization supporting facilities. 8.1.2 The setting of supporting facilities for traffic organisation shall adhere to the design concept of safety, green and resource conservation, and the principles of systemic, fault-tolerant and permanent integration. 8.1.3 In the design of renovation and expansion projects, the setting, dismantling, shifting and reuse of supporting facilities for traffic organisation shall be considered in a comprehensive manner and the corresponding works shall be included.
