1 General
1.0.1 This specification has been developed to regulate the construction of dynamic road vehicle weighing and detection systems.
1.0.2 This specification shall apply to the construction and modification of dynamic road vehicle weighing and detection systems.
1.0.3 The road vehicle dynamic weighing and detection system shall follow the principles of operational safety, mature technology, complete functionality, accurate detection, network operation, economy and practicality.
Article description
The construction of highway vehicle dynamic weighing detection system shall be determined according to the regional characteristics, traffic characteristics and road network structure of the highway, and the equipment that has been widely used shall be selected to give full play to the functions and roles of the system, to accurately detect and upload the detection information to the network, and to realize the all-weather monitoring of over-limit transport, so as to provide the foundation for the formation of a hierarchical, tightly structured and complementary monitoring network for over-limit control.
1.0.4 In addition to the provisions of this specification, the road vehicle dynamic weighing detection system shall also conform to the provisions of the relevant national and industry standards in force.
2 Terminology
2.0.1 Highway vehicle dynamic weighing and detection systemhighway weigh-in-motion system
A system set up within the highway to detect the axle (axle group) load or total mass of a moving vehicle, and to automatically record the overload status of the vehicle under inspection, with the possibility of storing, outputting and displaying relevant information.
2.0.2 Weigh-in-motion device for road vehicles
Equipment for weighing the axle (axle group) load or total mass of a vehicle in motion.
2.0.3 Detection zone for weigh-in-motion of road vehicles.
3 Basic requirements
3.1 Functional requirements
3.1.1 The road vehicle dynamic weighing and detection system shall be equipped with dynamic weighing and detection, licence plate recognition and recording, video monitoring and information dissemination.
3.1.2 The road vehicle dynamic weighing and detection system shall be capable of automatically detecting and outputting the vehicle type, number of axles, axle (axle group) load, total mass, etc.
3.1.3 License plate recognition and recording equipment shall be capable of automatically taking and outputting vehicle images, recognising and outputting vehicle number plate information.
3.1.4 Video monitoring equipment shall be capable of recording the driving status of vehicles passing through the road vehicle dynamic weighing detection area in a complete and clear manner, with the possibility of detecting and outputting vehicle driving speed functions.
3.1.5 Information dissemination equipment shall be capable of publishing and displaying information about the vehicle's overload and prompting the vehicle to unload.
4 Road vehicle dynamic weighing and detection equipment
4.1 General provisions
4.1.1 The road vehicle dynamic weighing and detection equipment shall be regularly calibrated, and the time, content and method of calibration shall be in accordance with the relevant provisions of the current measurement specifications.
4.1.2 The dynamic road vehicle weighing and testing equipment shall consist of a dynamic automatic road vehicle weigher and a vehicle detector.

Automatic dynamic road vehicle scales shall include, but not be limited to, the full vehicle, axle, curved plate, quartz crystal and flat module types specified in the Automatic Dynamic Road Vehicle Scales: Part 1: General Technical Specifications (GB/T 21296.1-2020), which may collect information such as vehicle axle (axle group) load or total mass mann.
