1.0.1 This guideline was formulated to make the design of highway safety facilities be safe, reasonable, economical and practical with advanced technology and high quality.
1.0.2 This guideline is applicable to the constructed and renovated highways.
1.0.3 The contents of the design of highway safety facilities shall include barriers, traffic signs, traffic markings, fence, overpass fencing facilities, anti-glare facilities, delineator and movable barrier, and so on.
1.0.4 The overall design of highway safety facilities shall be carried out in combination with the conditions of road net and conditions, the traffic conditions and the environmental conditions. The installation principle and design scheme of the traffic safety facilities adopted for one same highway should be consistent. The traffic safety facilities shall be mutually coordinated and cooperated between them and with the main works and other facilities of highway.
1.0.5 The design of highway safety facilities shall adhere to the concept of "safety, environmental protection, comfortableness and harmony", lays stress on the security, expedience, comfortability and joviality of travelling by highway, and embodies the gilding ideology of "people oriented and safety first".
1.0.6 The design of highway safety facilities shall be considered with the influence of such factors as addition pavement and overlay of pavement.
1.0.7 The highway safety facilities shall be gradually supplemented and perfected in combination of the growth of traffic volume, the operation requirement and the technical development conditions.
1.0.8 When traffic signs, changeable message signs, illuminating lamps and cameras are installed within the roadside clear zone of highway but no measures can be taken to make the vehicles pass safely, the roadside barriers shall be installed according to the barrier installation principles.
1.0.9 The new technologies, new materials, new processes and new products shall be adopted with caution under the condition of meeting the safety and functions of use.
1.0.10 The design of the traffic safety facilities in renovation engineering shall be carried out in combination of the highway, traffic and environmental conditions after renovation.
1.0.11 The design of highway safety facilities shall not only meet this guideline, but also shall comply with those specified in the relevant current standards and codes of the state.
