1 General Provisions
1.0.1 Purpose
The specifications are formulated to improve maintenance level of highway asphalt pavement and ensure the pavement is always in good technical status.
1.0.2 Application scope
The specifications are applicable to maintenance of all-level highway asphalt pavement.
1.0.3 Basic requirements
1. Asphalt pavement must be subjected to preventive, regular and periodic maintenance. Strengthen patrol inspection of road condition, learn about the pavement use, prepare the routine minor maintenance and preventive, regular and periodic maintenance plan based on the real condition of pavement. As for maintenance of expansive pavement and the pavement beyond the design service life, major/intermediate maintenance and reconstruction works shall be carried out timely.
2. Maintenance of asphalt pavement must be strengthened in the planning and construction management; the scheduling, personnel arrangement and material and equipment supply shall be made according to the planning to ensure the maintenance is carried out as scheduled. Quality control and supervision on the maintenance engineering must be strengthened; economic accounting and cost analysis for maintenance of asphalt pavement must be strengthened.
3. Asphalt pavement should be maintained mechanically to improve the quality of maintenance engineering and service level.
4. Rely on progress of sciences and technology, strengthen the technical maintenance management and gradually adopt advanced testing instrument to collect the road condition information; use the pavement management system to correctly evaluate the road condition and propose scientific maintenance strategy. Positively promote and apply new technology, new material and new process and develop modern technology for maintenance of asphalt pavement.
5. Implement civilized construction and safety production policy, prepare technical safety measure, enhance safety education and strictly enforce safety operation specification to ensure safety in production.

In the maintenance of asphalt pavement, the Specifications and the national and professional current relevant standards shall be followed.

2.1.1 Damage rate
Ratio of area of road, within a section, subjected to damages of different types, degrees and ranges to the total area of pavement.
2.1.2 Pavement condition index
Index which characterizes the pavement.
2.1.3 Structure strength index
Ratio of design deflection value of pavement to representative deflection value of a road section, which characterizes the overall strength of pavement structure.
2.1.4 Pavement quality index
Comprehensive index obtained from riding quality index, pavement condition index, structure strength index and pavement skidding resistance index by weighted calculation.
