1 General
1.0.1 This Code is formulated with a view to unifying the design specification of LNG jetty and ensuring the safety and reasonableness of LNG jetty engineering.
1.0.2 This code is applicable to design of new, rebuilt or extended LNG jetties.
1.0.3 In the LNG jetty design, risk analysis and safety evaluation shall be carried out for the safety problems in arriving & departing, berthing & unberthing and loading & unloading operations of LNG carriers and precaution and control ability for accidental leakage or overflow drain of liquefied natural gas shall be analyzed and evaluated according to the conditions of project scale, general planning, environment and facility allocation.
1.0.4 The LNG jetty design shall not only meet the requirements of this Code but also comply with those in the current relevant ones of China.
2 Terms
2.0.1 Liquefied Natural Gas
It is methane based colorless liquefied natural gas containing a small amount of ethane, propane, nitrogen and other components. At standard atmosphere pressure, its boiling temperature is -160~-162℃. It is referred to as LNG.
2.0.2 LNG Carrier
It refers to as special carriers transporting liquefied natural gas.
2.0.3 LNG Jetty
It refers to port facilities providing anchoring, arriving & departing, berthing & unberthing and loading & unloading operations for LNG carriers.
2.0.4 LNG Receiving Terminal
It refers to places for receiving, unloading, storing, transferring and degasified outer transmission of liquefied natural gas.
3 Jetty Location
3.0.1 The LNG jetty location shall connect up properly the urban planning and the overall port planning.
3.0.2 The LNG jetty location shall be determined by taking a comprehensive consideration of LNG receiving terminal location, user's layout and outer transmission method.
3.0.3 The LNG jetty shall be far away from densely populated area and the safety distance shall be determined through safety evaluation. The LNG jetty should not be arranged at the windward side of the steady wind all year around in the sensitive areas.
3.0.4 The LNG jetty should be located at convenient and easy-to evacuation sites.
3.0.5 The LNG jetty should be located at water area with good natural conditions and meeting the requirements of navigation of LNG carriers not by advantage of tide. Where the above-mentioned conditions are not met, special demonstration shall be carried out.
3.0.6 Where LNG jetties are constructed on detached island, the external access for safe evacuation of personnel shall be provided.
3.0.7 Without special demonstration, the LNG jetties are strictly forbidden to be located at anti seismic unfavorable sections with complex geologic structures or has recent active faults.
3.0.8 The LNG jetties should be located at the site of receiving terminal convenient for taking heat exchange water
