本标准规定了城市轨道交通运营突发事件应急预案的体系构成及各级预案要点、基本要求、编制程序及编制内容的要求。
本标准适用于省、市级人民政府及运营单位编制城市轨道交通运营突发事件应急预案工作。因地震、洪涝、气象灾害等自然灾害和恐怖袭击、刑事案件等社会安全事件以及其他可能影响城市轨道交通正常运营的突发事件的应急预案编制可参照使用。
