1 General Provisions
1.0.1 The Specifications are prepared with a view to adapting to the demand of civil airport construction and ensuring the engineering quality of earthwork (rockwork) and pavement foundation for airfield area of civil airports in china.
1.0.2 The Specifications specify the technical requirements, quality standards, inspection frequency and methods for earthwork (rockwork) and pavement foundation. Technical requirements and standards for treatment of high fill and special unsurfaced subgrade are not specified in the Specifications.
1.0.3 The specifications are applicable to the airport road engineering in airfield area of newly-built, extended and rebuilt civil airports (including the civil parts of civil and military airports), and serve as the criterion for the construction and quality inspection of earthwork (rockwork) and foundation for airfield area.
1.0.4 The construction organization shall set a site laboratory to inspect the construction quality of earthwork (rockwork) and foundation.
1.0.5 For the construction of earthwork (rockwork) and foundation for airfield area of civil airports, in addition to those specified in the Specification, those specified in the current relevant mandatory specifications of the nations shall also be complied with.
2 Terms
2.0.1 Unsurfaced subgrade
The soil base course, under the base course of pavement or runaway shoulder, that meets the design requirements after rolling, compaction, uniformization and stabilization according to technical requirements or special treatment.
2.0.2 Base course
The structural course set below the pavement or runway shoulder surface course, mainly bearing the aircraft load transferred from surface course and distributing it on the unsurfaced subgrade. Where multi-layer base course is adopted, the undermost layer is referred to sub-base course.
2.0.3 Stabilized soil base course
The base course constructed with binders like lime, cement and fly ash as well as aggregates like soil and sand gravel through mixing, paving and compaction.
2.0.4 Graded aggregate base
The base course constructed with rubble or gravel matched according to dense gradation principle as aggregate and proper amount of fine grained soil through mixing, paving and compaction.
2.0.5 Bed course
The structural course below the base course, mainly used for water insulation, drainage, anti-freezing etc., so as to improve working conditions of base course and unsurfaced subgrade.
2.0.6 Fine grained soil
The soil with the maximum grain size less than 9.5mm and the content of grains less than 2.36mm not less than 90%.
2.0.7 Medum grained soil
The soil with the maximum grain size less than 26.5mm and the content of grains less than 19mm not less than 90%.
2.0.8 Coarse grained soil
The soil with the maximum grain size less than 37.5mm and the content of grains less than 31.5mm not less than 90%.
2.0.9 Coefficient of uniformity of soil
The ratio of the sieve mesh size with the throughput of 60% to that with throughput of 10% during sieving of soil grain composition.
2.0.10 Soil surfaced area
The soil surface requiring for flattening and rolling within the airfield area, including runway end safety area, runway strip flattening area and other soil surface requiring for flattening and rolling.
3 Construction Preparation
3.1 General Requirements
3.1.1 The construction organization shall comprehensively get familiar with the relevant information like construction drawings, technical requirements and construction specifications, deeply learn about construction site and its surrounding topography, geology, hydrology, meteorology, water source, power supply, transportation, communication contact, irrigation and water conservancy facilities and environmental protection conditions.
3.1.2 Prior to commencement of airport rebuilt (extended) engineering, the development organization shall submit the positions, directions, embedded depths and structures of various underground cable, pipe network and relevant facilities on construction site to the construction organization. For the original ground and underground buildings and structures and various pipe networks proposed to be reserved, e.g. communication, power supply, water supply, heating, air supply, oil supply, gas and various drainage pipe trenches, distinctive mark shall be provided and specific personnel protection shall be provided during the construction. The communication and electric power facilities as well as other buildings and structures shall be completed prior to commencement.
During construction, where the information provided by the development organization is found to be inconsistent with the reality or unforeseen circumstances occur, the construction organization and Supervising Engineer shall timely inform the development organization to jointly research and take measures.
3.1.3 The development organization shall organize the design, supervision, construction and other organizations to carry out design technique disclosure.
3.1.4 The construction organization shall seriously carry out construction organization design, submit it to the Supervising Engineer or development organization for approval and propose the commencement report. Construction network plan shall be prepared for important projects. The general construction layout drawing is an important constituent part of construction organization design, and shall meet the following requirements:
1 Site topography and surface features are comprehensively considered to realize reasonable layout and be convenient for construction.
2 Facilities of each temporary engineering shall be combined with permanent engineering as possible.
3 Temporary drainage and flood defense facilities shall be completed before flood season.
3.1.5 The construction organization shall carry out construction technique disclosure of construction drawings, construction organization design, engineering construction characteristics, quality standards, construction period requirements etc. to construction personnel concerned level-by-level.
3.1.6 Test section shall be constructed in regions with strict technical requirements, high topography and complex geology or for the engineering adopting new technique, new process and new material; technical assurance measures shall be taken and then site construction is carried out.

3 Construction Preparation
3.1 General Requirements
