1 Scope
This standard specifies the requirements of basic work content and report preparation about prefeasibility study of nuclear power plants which provides essential basis for preparation and review of pre-feasibility study report.
This standard is applicable to nuclear power engineering.

3 General
3.1 Based on national energy policy, mid-and-long term development plans on state power and nuclear power, the prefeasibility study report of nuclear power plant shall be prepared in accordance with the requirements of relevant national industrial policies.
3.2 For new construction or extension project over planning capacity (regarding quantity and capacity), prefeasibility study shall be carried out; for the extension project within the previously reviewed planning capacity, feasibility study may be directly carried out.
3.3 Pre-feasibility study of nuclear power engineering shall be entrusted to the organization with appropriate qualification; organizations responsible for the study shall be selected in accordance with the relevant requirements for construction and management of engineering project.
3.4 Principal part developing nuclear power project and organization responsible for prefeasibility study shall work in accordance with the requirements of laws and regulations of nuclear safety and shall ensure that quality management is effectively implemented. In order to meet the expected result, the quality management shall cover organizations, plan preparation, qualification certification, documentation and working process related to activities of prefeasibility study.
3.5 For new site selection, generally, in the early stage of prefeasibility study, plant siting shall be carried out for the purpose of rational layout, resource optimization and utilization, and the utmost impact reduction on the environment; meanwhile, the plant siting report (see Appendix A) shall be prepared. Once two or more potential sites which are relatively separate and possessed of favorable conditions are screened out, the prefeasibility study continues. After its completion, the plant siting report shall be reviewed and evaluated.
3.6 For new plant site, its planning capacity shall be determined during evaluation; according to planning capacity, confirm the site conditions and evaluate relevant suitability.
3.7 All candidate sites for prefeasibility study shall be of equivalent working depth so as to meet the requirements of site comparison and selection.
3.8 If multiple design organizations take part in the preparation of prefeasibility study report, the principal part developing nuclear power project shall identify one of them as general design organization. The general design organization shall be responsible for the accuracy of information provided for other participating organizations; coordinate and centralize relevant work; accept or confirm report on outsourcing single-project study or investigation report etc.; incorporate main points and conclusive opinions into pre-feasibility study report.
3.9 Results of subject study and investigation need to be prepared into subjective report (if necessary, it is reviewed and modified for improvement) and may be used as annex of prefeasibility study report.
