1.0.1 This standard was specially formulated to prevent petrochemical enterprises from emitting and discharging air pollutants inorganically to cause pollution and detriment to residential areas, and to protect human health.
1.0.2 This standard is applicable to newly-built large- and medium-size petrochemical enterprises located on plain and micro-hill regions, and rebuilt, extended works whose device (facility) boundary needs to be extended. The health protection zone of petrochemical enterprises located on complex topographic condition shall be determined according to the conclusion of environmental impact assessment report.
1.0.3 Petrochemical enterprises shall adopt state-of-the-art, economically-rational, pollution-reducing cleaner production technologies and equipments, reinforce management and equipment maintenance, and reduce inorganized emission of air pollutants maximally.
1.0.4 When determining the position of petrochemical enterprise and residential area, the effect of wind direction frequency and topography shall be considered. The main pollution source of emitted pollutants shall be far away from the residential area.
1.0.5 During the implementation of this standard, it shall also meet the provisions stated in current relevant mandatory standard.
