1.1.1 Prior to earthwork construction, contact the departments concerned, conduct exploration, investigation and treatment over the geology, hydrology, underground facilities, tombs and sand tunnels of the construction section, and the ground may be broken for construction after construction permit is obtained.
1.1.2 As for earthwork excavation, sinking or deformation of adjacent buildings (structures), roads, pipelines and other facilities shall be avoided. When the excavation depth exceeds the foundation of the existing buildings (structures), excavation shall be conducted by segment, the length for excavation each time shall not exceed 2m.
1.1.3 During earthwork construction, if any unidentified object is discovered, it shall not be knocked, damaged or moved, report to the relevant departments immediately to find out the facts, and the construction may be continued only after effective measures have be taken.
1.1.4 In case of earthwork operation in the region or on the road with vehicles and personnel coming and going, the construction section shall be set with fences, warning boards and night red lights. During underpass excavation, when the ground activities influence underground safety, fences, warning boards and night red lights shall be set.
1.1.5 Prior to conducting operation in foundation trench or foundation pit after rain or in thawing period, it shall be firstly checked that whether the earthwork side slope has any danger sign such as crack, collapse, support deformation and fracture, and the construction may be conducted only after safety is ensured.
1.1.6 In case of construction in pit, ditch, well and underpass, the harmful gas and oxygen concentration shall be checked first, when the harmful gas exceeds the specified concentration or when the oxygen is deficient, operation shall be stopped, and the construction may be continued only after effective measures have been taken.
1.1.7 The excavation of earthwork shall be conducted from top to bottom layer by layer, hollowing the footing and digging hole are strictly forbidden.
1.1.8 When there is no reinforced support, earthwork, stonework or other materials shall not be stacked within the scope of the natural slope angle of the edge soil of foundation trench and foundation pit.
1.1.9 It is strictly forbidden to put construction machinery and lay rails and traffic transportation machinery within the scope of the natural slope angle of the edge soil of foundation trench and foundation pit.
1.1.10 When the earthwork excavation or backfill tamping depth exceeds 1.5m, specific personnel shall be dispatched for monitoring or patrol inspection above the operation area.
1.1.11 Operation personnel must not take a rest in foundation trench and foundation pit.
1.1.12 The application of earthwork construction machinery shall also comply with the relevant requirements of "Technical Specification for Safety Operation of Construction Machinery" (JGJ 33).
