1.0.1 In order to ensure the safety of water resources and hydroelectric project and of people and property of the lower reaches (protection areas) and normal exertion of the usefulness of a project, this standard was established according to the national socioeconomic development level.
1.0.2 This standard is applicable to newly built water resources and hydroelectric projects for flood control, irrigation, power generation, water supply and water-logging control.
If this standard is not applicable to the strengthening or renovation, extension of the existing water resources and hydroelectric projects, appropriate adjustment could be made, if it is sufficiently proved and approved by the executive department.
1.0.3 When classify the water resources and hydroelectric project, determine the constructional level and flood standard, relations between the local and the integral, the immediate interests and long-term interests, the upper reach and lower reach, the left bank and the right bank shall be appropriately treated.
1.0.4 For important water resources and hydroelectric project with great size, wider outreach, its class, constructional level, flood standard and super-elevation shall be determined according to special proving and approval of the executive department, if necessary.
1.0.5 Constructional level and flood standard of other branches in the water resources and hydroelectric project shall conform to this standard and provisions of relevant current national standards as well.
