1 Scope
This part of SN/T 1688 specifies the technical requirements, test methods, sampling and conformity determination for imported and exported automotive products. This part applies to vehicles driven by power and having four or more wheels which are not rail-loaded and are mainly used for: the carriage of persons and/or goods (articles);
Traction vehicles carrying goods (articles) or special purpose vehicles;
Specialised operations.
Also includes:
a) Vehicles connected to power lines, such as trolleybuses;
b) three-wheeled vehicles without cabs with an overall gross mass exceeding 400 kg: c) three-wheeled vehicles with cabs with an overall gross mass exceeding 600 kg.

3 Terms and definitions
The terms defined in GB/T 2828.11 and SN/T 0002.1 and the following terms and definitions apply to this document.
3.1
Mode of sampling inspection
In accordance with the mandatory requirements of national technical specifications, the import and export of goods batch by batch or batch implementation of sampling, testing and inspection of conformity assessment activities.
3.2
Mode of compliance verification
According to the mandatory requirements of national technical specifications, check whether the inspection documents and certificates and goods are consistent, if necessary, sampling inspection, and the implementation of supervision of conformity assessment activities.
3.3
Inspection lot
For the implementation of the inspection and the collection of the same specifications, models, in the same production conditions for the production of units of products, known as the inspection lot, referred to as the lot.
4 General requirements
4.1 Safety requirements
Safety requirements for automotive products should meet the provisions of GB 3847, GB 7258-2012, GB 18285-2005, GB 18320-2008, GB 18322, GB 19756-2005 and GB19757, when applicable, should also take into account the differences in the use of countries (regions).
4.2 Other requirements
When applicable, the export of automotive products if the importing country has access to the legal and regulatory requirements, according to the importing country's legal and regulatory requirements to carry out compliance sampling of relevant inspection items; contractual requirements have provisions, according to the provisions of the contract inspection; contract does not provide or unclear provisions, according to this part of the test.
5 test
5.1 The selection of inspection and supervision mode
Import and export of automotive products, inspection and supervision mode, should be based on the relevant national regulations, depending on the specific circumstances of the selection of sampling and compliance with one of the verification mode.
5.2 Inspection mode
Different modes of inspection and supervision under the inspection mode are:
-Sampling mode; batch-by-batch sampling and batch sampling inspection; -Conformity verification mode: certificate check + random inspection.
5.3 Sampling inspection
5.3.1 Sampling
The number of non-conforming products is limited to the claimed quality level v selected GB/T 2828.11 inspection level 0 (L-0), claimed quality level 1 (DQL = 1) sampling scheme, random sampling in the inspection batch. The sampling scheme is shown in Table 1.
Less than Table 1 lot range of batches should be used in the relevant table of the minimum lot corresponding to the sampling scheme; greater than Table 1 lot range of batches should be divided into batches for inspection in accordance with the sampling scheme specified in the relevant table.
5.3.2 test content and requirements
Sampling test items, content and method requirements are detailed in Appendix A.
5.3.3 Determination of results
All samples if there is no non-conformity, the judgment of the inspection batch sampling test qualified; if the sample has one or more non-conformity, the judgment of the inspection batch sampling test failed.
5.3.4 - unqualified disposal
Judgment for the sampling test failed the inspection batch, in the premise of the laws and regulations allow, after technical processing is allowed to retest once. Re-inspection is still unqualified, export goods are not allowed to export, imported goods are not allowed to sell and use.
5.4 Conformity verification
5.4.1 Overview
According to the mandatory requirements of national technical specifications, check the inspection documents and certificates and whether the goods are consistent, but also according to the need for random testing.
5.4.2 Certificate check
In accordance with the relevant use of national (regional) technical specifications of the mandatory requirements, check whether the certificate and the goods match.
5.4.3 Spot checks 5.4.3.1 General requirements
Random inspection can be in accordance with 5.4.32 sampling program, select a sample test or a combination of sampling and full inspection.
5.4.3.2 Sampling
Qualified number of non-conforming products for the claimed quality level, choose GB/T 2828.11 inspection level 0 (L a 0), the claimed quality level 2 (DQL a 2> sampling program, random sampling in the inspection batch. The sampling scheme is shown in Table 2.
Batches smaller than the range of batches in the table should be used in the relevant table of the minimum lot corresponding to the sampling scheme; greater than the range of batches in the table 2 batches should be divided into batches according to the sampling scheme specified in the relevant table for inspection.
5.4.3.3 test within the customer and requirements
If the random inspection test items, content and method requirements are detailed in Appendix A. If the random inspection test, the 11 items in Table A.1 for the full test, the rest of the project according to 5.4.3.2 sampling method for sampling test.
5.4.4 Result determination
If all verification content are in line with the provisions of the inspection, and the implementation of sampling samples without non-conformity, the judgment of the inspection batch qualified; if all verification content has one or more non-conformity, or the implementation of sampling samples have one or more non-conformity, the judgment of the inspection batch failed.
5.4.5 Disposal of non-conformity
Judgment for the sampling test failed the inspection batch, in the premise of laws and regulations allow, after technical processing is allowed to retest once. Re-inspection is still unqualified. Export goods are not allowed to export, imported goods are not allowed to sell. Use.
6 qualified judgment and validity
Regardless of the mode of inspection and supervision, only the mode of all the test qualified, can be judged that the batch of products qualified, otherwise unqualified.
The validity period of the qualified inspection batch is 12 months.
7 Disposal of non-conforming batches
The non-conforming batch shall not be allowed to be sold, used or imported or exported.

6 qualified judgment and validity
Regardless of the mode of inspection and supervision, only the mode of all the test qualified, can be judged that the batch of products qualified, otherwise unqualified.
