1 Scope
This standard specifies the pre-quarantine procedures and quarantine methods for import tobacco in the original producing area.
It is applicable to the tobacco blue mould pest area (see Annex A) pre-quarantine for import tobacco in the original producing area.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
tobacco
processed tobacco leaves and their primary processed products, including flue-cured tobacco, oriental tobacco, burley tobacco, mixed threshed tobacco, reconstituted tobacco and stem, etc. referred in this standard
3.2
tobacco blue mould pest area
countries or regions where tobacco blue mould occurs or where it has not been officially announced to eradicate tobacco blue mould
3.3
pre-quarantine for import tobacco in the original producing area
quarantine on the to be imported tobacco leaves in the original producing area of tobacco blue mould pest area by relevant quarantine personnel sent by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China according to requirements of bilateral phytosanitary protocols and the relevant national plant quarantine regulations
3.4
flue-cured tobacco
tobacco leaves after harvest prepared in a curing barn under suitable temperature and humidity conditions
3.5
oriental tobacco
lobular sun-cured tobacco prepared by sun-curing or combination of air-sun curing and with small leaves, less nicotine and special aroma
3.6
burley tobacco
light-colored air-drying tobacco with milky white stems and veins of tobacco plants, tobacco leaves capable of absorbing material liquid and filling, good combustibility and rich aroma, and as the main raw materials of mixed cigarettes
3.7
bundled tobacco
also known as tobacco in bundles which is prepared by a certain number of tobacco leaves of the same grade bundled at the petiole during harvesting, and then become bundled tobacco after baking

threshed tobacco
also known as random strips for which the tobacco leaves are not bundled during harvesting, and become threshed tobacco after baking
3.9
loose leaf tobacco
leaf fragments of a certain specification after the stems are removed when the flue-cured tobacco is threshed and redried
3.10
mixed threshed tobacco
loose leaf tobacco mixed and prepared by tobacco leaves of different origins, different varieties and different grades and qualities via special processing technology according to a certain proportion
3.11
reconstituted tobacco
sheets with uniform thickness or filaments prepared by crushed major raw materials such as tobacco powder, broken leaves, stems, and a certain proportion of materials such as water, adhesive, humectant (and sometimes plant fibers)
