1.0.1 The Standards and Guidelines is formulated according to the provisions of "Regulations of Guangdong Province on Urban and Rural Planning", "Regulations on City Planning of the Shenzhen Municipality" and other relevant laws and regulations with a view to further enhancing the level of urban planning and construction and realizing the standardization, normalization and legislation of urban planning formulation and management.
1.0.2 The Standards and Guidelines further strengthens the guiding role of urban planning by focusing on the target of constructing modern and advanced international city and following the main direction of promoting the economical and intensive utilization of land, improving the quality of urban development, vigorously promoting ecological civilization construction and promoting the urban delicacy management.
1.0.3 The Standards and Guidelines is formulated on the basis of the relevant codes and standards of China and Guangdong Province, by making reference to the similar technical standards and guidelines of the regions with developed market economy and in combination with the target requirements and actual situations of Shenzhen urban development.
1.0.4 The formulation and management work of urban planning within the administrative division of Shenzhen City shall comply with the Standards and Guidelines, with exception of the case that specific planning requirements are available for specific statutory planning.
1.0.5 It is encouraged to explore and adopt green, low-carbon and other new technologies and methods to promote the continuous improvement of human settlement quality in Shenzhen City.
1.0.6 For the Standards and Guidelines, dynamic revision is executed to ensure its applicability and proper advancement. The municipal competent administrative department of urban planning may yearly revise partial chapters, sections and clauses and implement the revised one after reporting to the Shenzhen Municipal People's Government for record. Under the following circumstances, the municipal competent administrative department of urban planning will organize overall revision and implement the revised one after reporting to the Shenzhen Municipal People's Government for examination and approval:
1) The relevant laws and regulations at national, provincial or municipal level are revised;
2) The relevant mandatory codes at national or provincial level are revised;
3) There is (are) significant change(s) in the situation and target of urban development of Shenzhen City.
Chapter 2 Classification and Use of Land
This chapter gives the basic standards for the formulation and management of urban land planning. In order to adapt to the adjustment of urban construction mechanism in transformation period of urban development and the new situation of continuously emerging new-type industry formats, relatively large optimization, adjustment and improvement are made to the land classification standards in "Shenzhen Urban Planning Standards and Guidelines" (2004 edition) on the basis of summarizing the planning management experience of Shenzhen City and drawing lessons from the experience of advanced cities in China and abroad. The elasticity and adaptability of urban planning are strengthened and the delicacy and standardized management is promoted by the means of simplifying the gradation, optimizing the classification, encouraging the mixed use of land and standardizing the land development control.
