1.0.1 This standard id formulated to strengthen the constructional quality management of railway engineering, unify the constructional quality acceptance of railway subgrade engineering and guarantee the engineering quality.
1.0.2 This standard is applicable to the constructional quality acceptance of subgrade engineering for new and rebuild full-gauge railway on which the passenger and carriage trains run in the mixed mode at the speed of passenger train less than or equal to the design running speed. the supplemented standard shall be formulated for the constructional quality acceptance of subgrade engineering for other railway, and new technology, process, equipment and material not involved in this standard.
1.0.3 The construction organization, as the main body of constructional quality control, shall conduct the overall-process control on the constructional quality of engineering; the parties including development organization, supervision organization and survey & design organization shall progress the control on the engineering quality in construction phases in accordance with the relevant regulations.
1.0.4 The railway subgrade engineering construction shall comply with the requirement of the strategy "Sustainable Development of National Economy", deal well with the works environmental protection and soil conservation, and realize the rational utilization of resources and civilized and safe working.
1.0.5 The quality data gained in the inspection and test of the constructional quality of railway subgrade engineering shall be authentic and reliable, and fully reflect the condition of the engineering quality. the adopted methods and instruments & equipments shall meet the requirements of the relevant standards.
1.0.6 The constructional quality requirements in contractual document and engineering technical documents adopted in railway subgrade engineering construction must not be lower than the ones in this standard.
1.0.7 Besides the provisions of this standard, the constructional quality acceptance of railway subgrade engineering shall comply with the provisions of the related current national this standards.
