本标准规定了工程施工中轨道车乘务人员的要求、一般要求。运行前检查及运行操作要求。
本标准适用于铁路、工厂、矿山和地方铁路使用的1 435mm标准轨距，以内燃机为动力的机械传动和液力传动的轨道车。
铁路规矩或特殊要求的专用轨道车及其它传动形式的轨道车，除在有关技术文件中说明特殊要求外，其余亦因参照执行。
