1.0.1 为规范城市地下空间品质评价，本着以人为本理念，引导打造安全、舒适、便捷、可持续发展的高品质城市地下公共空间，制定本标准。
1.0.2 本标准主要适用于城市地下空间运营阶段品质评价，也可作为规划设计阶段的品质引导标准。
