本规程规定了县级土地利用总体规划数据库的要素分类、要素编码、定位基础、数据结构、文件命名规则、数据交换格式和元数据等内容。
本规程适用于县级土地利用总体规划数据的数据库建设和数据交换，县级规划中的中心城区规划图形数据的数据库建设和数据交换按《乡(镇)土地利用总体规划数据库标准》执行。
