本标准规定了生产建设活动损毁土地复垦方案编制的总则、程序、方法、内容和成果要求。
本部分适用于以下损毁类型的土地复垦方案编制：
--露天采矿、烧制砖瓦、挖沙取土等地表挖掘所损毁的土地；
--地下采矿等造成地表塌陷的土地；
--堆放采矿剥离物、废石、矿渣、粉煤灰、冶炼渣等固体废弃物压占的土地；
