本标准规定了车辆全速自适应巡航控制系统（以下简称 FSRA）的基本控制策略、最低功能要求、基本的交互方法、诊断及对故障反应的最低要求和系统的性能测试方法。FSRA系统适用于高速公路（即禁止非机动车和行人通行的道路）中的畅通和拥挤路况，为自车在行驶中提供纵向控制，工作速度范围是从零到系统可设置的最高限速。系统能在其限制范围内的减速能力下将自车停在跟踪的前车之后，并能在驾驶员给系统输入继续行驶的命令后再次启动。系统对静止或低速移动的目标（与GB/T 20608-2006中的自适应巡航控制系统标准一致）不做出反应。
