1 General Provisions
1.1 Purpose
This Regulation was formulated according to "Regulations on Safety Supervision of Special Equipment" and "Supervision Regulation on Safety Technology for Boiler" in order to standardize the boiler periodical inspection and ensure the inspection quality.
1.2 Application scope
This Regulation is applicable to the periodical inspection for the stationary pressure steam boiler, pressurized hot water boiler, organic heat carrier boiler and flue/flue-shell exhaust (waste) heat boiler for using exhaust (waste) heat within the scope of "Supervision Regulation on Safety Technology for Boiler".
1.3 Boiler periodical inspection scope
1.3.1 Boiler (excluding power boiler)
The boiler with the steam (water-oil) separator cylinder includes the boiler proper and the pressure pipe [including steam (water-oil) separator cylinder] within the first weld of boiler feed water (oil) valve outlet and steam (water-oil) separator cylinder outlet; the boiler without the steam (water-oil) separator cylinder includes the boiler proper and the pressure pipe within the range of boiler feed water (oil) valve outlet and main steam (water-oil) outlet valve.
1.3.2 Power boiler
(1) Boiler proper;
(2) Main steam pipe refers to the main steam pipe between main steam outlet of boiler and the first weld (excluding weld) before electrical main steam valve of steam turbine, the drain pipe and vent pipe within the first weld (excluding weld) before primary valve, and the high-pressure bypass pipe within the first weld (excluding weld) before pressure and temperature reducing valve, etc.;
(3) Reheat steam pipe includes hot reheat steam pipe and cold reheat steam pipe; the hot reheat steam pipe refers to the reheat steam pipe between reheat steam outlet of boiler and the first weld (excluding weld) before electrical main steam valve of steam turbine, the drain pipe and vent pipe within the first weld (excluding weld) before primary valve, and the low-pressure bypass pipe within the first weld (excluding weld) before pressure and temperature reducing valve, etc.; cold reheat steam pipe refers to the cold reheat steam pipe outside the first weld (excluding weld) behind check valve to the boiler proper, and the drain pipe and vent pipe within the first weld (excluding weld) before primary valve, etc.;
(4) Main water supply pipe refers to the main water supply pipe outside the first weld (excluding weld) behind boiler feed pump outlet valve to the boiler proper, and the drain pipe and vent pipe within the first weld (excluding weld) before primary valve, etc.;
(5) Blow-down pipe refers to the pipe outside the first weld (excluding weld) of blow-down pipe outlet and within the first weld (excluding weld) before primary valve;
(6) Boiler start-up system refers to the steam-water (start-up) separator, storage tank (vessel) and the pressure pipe within the first weld (excluding weld) before altitude valve.
1.3.3 Safety accessories and instruments
They refer to such safety accessories as safety valve, pressure measuring device, water (liquid) level measuring, indicating and control device, temperature measuring device, blowdown and discharge device, safety protection devices and relevant instruments, etc.
1.3.4 Combustion equipment and system
1.3.5 Special circumstances
Periodical inspection for Class D steam-water multifunctional boiler shall be in accordance with Class B and Class C boilers; periodical inspection for other Class D boilers shall be carried out by the boiler user.
1.4 Basic requirements of periodical inspection
1.4.1 Periodical inspection definition
Periodical inspection is the conformity verification for the current state of in-use boiler according to the safety technical regulation. Periodical inspection of boiler includes the external inspection of boiler under operating condition as well as internal inspection and hydraulic (pressure) test of boiler under shutdown condition.
