Article 1 This Regulation is formulated according to "Regulations on Safety Supervision of Special Equipment" and "Regulation on Safety Supervision over Cranes", with a view to standardizing the periodicity inspection work of lifting appliances in use.
Article 2 Periodicity inspection of lifting appliances specified in this Regulation refers to the inspection on lifting appliances in use incorporated in application registration according to this Regulation, which is carried out by the special equipment inspection and testing organization (hereinafter referred to as “inspection organization”) approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") on the basis of the daily maintenance (hereinafter referred to as "maintenance") and self-inspection conducted by the using organization of lifting appliances.
Article 3 This Regulation is applicable to the lifting appliances within the specified scope of "Regulations on Safety Supervision of Special Equipment". All the lifting appliances incorporated in "List of Special Equipments" shall be carried out with periodicity inspection.
As for the lifting appliances which are incorporated in "List of Special Equipments", do not undergo installation supervision inspection, and are directly delivered to the using organization in the form of complete machine, prior to transaction of application registration, they shall be inspected by the local inspection and testing organization according to the inspection items and contents, requirements and methods specified in this Regulation (i.e., the inspection before the equipment is put into use, hereinafter referred to as "the first inspection"), and they shall not be transacted with the application registration until they pass the inspection. The list of lifting appliances undergoing the first inspection is given in Appendix A.
Article 4 The main technical requirements of this Regulation are based on the relevant safety technical regulations for special equipment and the corresponding standards.
Article 5 The cycle of periodicity inspection of lifting appliances in use is as follows:
(1) Tower crane, lift and mobile crane shall be inspected once every year;
(2) Small light lifting equipment, bridge crane, gantry crane, portal crane, cable crane, mast crane, railway crane, slewing crane and mechanical parking equipment shall be inspected once every 2 years, thereinto the crane used for lifting molten metal and hot metal shall be inspected once every year.
The rated load test, static load test and dynamic load test items in performance test must be carried out during the first inspection and the first periodicity inspection; whereafter, the rated load test item shall be inspected once every other an inspection cycle.
During inspection, regarding the lifting appliances with major potential hazard (like particular operating environment and frequent accidents, ect.), the inspection organization may appropriately shorten the cycle of periodicity inspection after reporting them to and obtaining agreement from the provincial quality and technical supervision department, but the shortest cycle shall not be less than 6 months.
Article 6 The items and requirements of periodicity inspection and first inspection of lifting appliances shall comply with "Items and Their Contents, Requirements and Methods of Periodicity Inspection of Lifting Appliances" (see Appendix B) and "Items and Their Contents, Requirements and Methods of Periodicity Inspection of Forklifts" (see Appendix C).
Article 7 The using organization and inspection organization shall comply with this Regulation. The using organization shall be responsible for the working quality of maintenance and self-inspection, and the inspection organization shall be responsible for the quality of inspection work it undertakes as well as the correctness and authenticity of its inspection conclusion.
Article 8 The inspection organization shall formulate inspection scheme (inspection operation instructions) which includes inspection procedures, inspection items (including content, the same below), inspection methods and requirements, inspection record, etc. according to this Regulation to guide the specific inspection work. The inspection scheme shall be approved by the technical principal of inspection organization.
The inspection procedures shall at least include preparation prior to inspection, inspection of parts, complete machine test, defects and their treatment, inspection result summary, conclusion judgment and issuance of inspection report, etc.
If the inspection items stated in this Regulation fail to meet the safety performance requirements of lifting appliances or in case of other special circumstances, the inspection organization may add inspection items according to the specific circumstances. As for the periodicity inspection scheme of such lifting appliances with special requirements, the inspection organization shall solicit for opinions of the using organization and the original design organization; in case of different opinions, the opinions of inspection organization shall prevail.
The added inspection items shall not be implemented until they are reported to and agreed by the provincial quality and technical supervision department.
Article 9 The using organization shall allocate full-time or part-time safety management personnel to take charge of the security management work of lifting appliances and to file periodicity inspection application to inspection organization 1 month before the expiration of periodicity inspection cycle of lifting appliances.
