Chapter 1 General Provisions
Article 1 "The Rules" is formulated according to "Special Equipment Safety Supervision Regulations" in order to standardize the examination of nondestructive testing inspectors for special equipment.
Article 2 Nondestructive testing inspectors for special equipment are those (hereinafter referred to as "inspectors") engaged in the nondestructive testing of special equipment in the applicable scope of "Special Equipment Safety Supervision Regulations".
Inspectors may be engaged in corresponding testing only after having obtained corresponding "Certificate of Inspection and Testing Personnel for Special Equipment (Nondestructive Testing Inspectors)" (hereinafter referred to as "Certificate of Inspectors").
Article 3 "The Rules" specifies the nondestructive testing methods in the examination scope, including radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), penetrant testing (PT), acoustic emission testing (AE), eddy current testing (ECT) and magnetic flux leakage (MLF) testing. Levels of nondestructive testing inspectors are classified into Levels I (junior), II (intermediate) and III (senior), therein levels of automatic testing items in the nondestructive testing method are classified into Levels I (primary) and II (medium level).
Classifications of various nondestructive testing methods, items and levels (hereinafter referred to as items) are detailed in Appendix A.
Article 4 The examination procedure of the inspector covers examination and approval for certificate issuing.
The personnel applying (hereinafter referred to as "the applicant") for "Certificate of Inspectors", including the examination applicant and certificate applicant, shall apply for the "Certificate of Inspectors" to the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") or departments authorized by it (hereinafter referred to as "certificate issuing authorities") by way of examination certificates obtained only after passing the examination (hereinafter referred to as "certificate-obtaining examination")
The "Certificate of Inspectors" will be valid for 4 years. Those who continue to be engaged in nondestructive testing work after the "Certificate of Inspectors" expires shall transact continuation procedures (referred to as "certificate replacement" in "the Rules") timely within the period specified according to "the Rules".
Article 5 The AQSIQ is responsible to organize the examination of inspectors and determine and then announce the organization (hereinafter referred to as "the examination organization") undertaking the examination of inspectors. According to the published examination items and levels, the examination organization arranges the examination as required in "the Rules", and organizations not announced by the AQSIQ shall not arrange the examination of inspectors.
Article 6 The examination organization may reasonably distribute and establish region-varying or items-varying examination centers (bases) in combination with the principles of overall planning, meeting requirements for certificate-obtaining examination demand and considering nearby examination, and arrange the examination according to those specified in "the Rules" and relevant safety technical codes.
Article 7 The AQSIQ and local provincial quality and technical supervision departments are responsible to supervise the examination arranged by the examination organization.
