本标准规定了道路交通事故被困人员解救行动的术语及定义、接警出动、侦察检测、区域控制、安全防护、车体稳固、险情排除、开辟救援通道、拓展救援空间、营救被困人员以及移交归队等内容。
本标准适用于公安消防部队组织实施的道路交通事故(不包括危险化学品泄漏情况)被困人员解救行动。政府专职消防队、志愿消防队等其他专业救援队伍进行道路交通事故被困人员解救行动可参照执行。
