Foreword
The Rules are formulated and issued by China Certification Center for Automotive Products Co., Ltd. (CCAP), of which the copyright belongs to CCAP. No organization or individual is allowed to use them, in whole or in part, in any form without the permission of CCAP.
Revision history of the Rules:
On August 10, 2020, the Rules were revised as CCAP-GZ-6800:2020, replacing CCAP-GZ-6800:2019. The main technical changes are as follows:
(1) The certification scope has been revised to include the seats and seat headrests for Classes A and I motor vehicles within the Categories M2 and M3 motor vehicles, changing to "applicable to seat and seat headrest products for Categories M and N motor vehicles", and clarifying the scope of non-application;
(2) The certification standards have been revised, with GB 15083-2006 being deleted;
(3) The implementation requirements for type test have been revised in accordance with the certification standards;
(4) The requirements for post-certification supervision sampling testing have been clarified;
(5) Annex 1-3 "Description of organic materials used in seat and seat headrest products for motor vehicles" has been added;
(6) The structure of the Rules has been adjusted, with the order of some annexes being changed, and Annex 6 "Principles of production enterprise classification" and Annex 7 "Requirements for testing by utilizing testing resources of production enterprises and utilization of other certification results" have been added.
The main technical changes in the revision on June 18, 2021 are as follows:
(1) The certification standard GB 38262-2019 Flammability of interior materials for buses has been added;
(2) Type test items and COP test items for bus seat interior materials to which GB 38262-2019 is applicable have been added;
(3) Product description parameters related to bus seat interior materials have been added.
The main technical changes in the revision on September 9, 2024 are as follows:
(1) The certification standard GB 11550-2009 has been abolished and deleted; the certification standard GB 13057-2014 has been revised to GB 13057-2023; the certification standard GB 24406-2024 Strength of student seat and their anchorages of special school bus has been added (see Clause 2);
(2) The subclause "Special provisions for ‘issuing the certificate first and then inspecting the factory’ within the same producer (manufacturer)" has been added (see 6.6);
(3) The description of products has been updated (see Annex 1);
(4) The validity period of the certificate has been changed to ten years (see 8.1);
(5) Some editorial adjustments have been made to the textual description of the Implementation Rules.
On February 25, 2025, the serial number of the Implementation Rules was revised from CCAP-GZ-6800:2020 to CCAP-GZ-6800:2025. In addition to editorial adjustments to the text and document structure, other main technical changes are as follows:
(1) The "Certification standards" has been modified, with GB 24406-2012 being deleted (see Clause 2);
(2) The unit division principles have been revised (see Clause 4);
(3) The subclause "Requirements for type test samples" has been modified (see 6.1.2.1);
(4) The content of sampling testing or inspection on production site during post-certification supervision has been modified (see 7.2.2);
(5) The relevant provisions of the subclause "Change and extension of certification certificate" have been modified (see 8.3);
(6) The relevant requirements of the clause "Certification mark" have been modified, with addition of requirements for the use and management of CCC mark (see Clause 9);
(7) The description of products has been changed (see Annex 1);
(8) The annex "Principles of production enterprise classification" has been modified (see Annex 6);
(9) The provisions of the annex "Requirements for testing by utilizing testing resources of production enterprises and utilization of other conformity assessment results" has been modified (see Annex 7).

1 Application scope
The Rules are applicable to seat and seat headrest products for Categories M and N motor vehicles, but not to the following seats and seat headrests:
(1) Rearward-facing seats and headrests installed on them;
(2) Seats or restraint systems for child occupants;
(3) Sleeper berths in buses and trucks;
(4) Components that constitute the seat assembly, such as seat frame and seat surface cover;
(5) Parts that constitute the headrest assembly, such as headrest frame and headrest surface cover.
Any adjustment to the application scope due to any change(s) in laws and regulations or related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by CCAP.
2 Certification standards
GB 15083-2019 Strength requirement and test method of automobile seats, their anchorages and any head restraints
GB 13057-2023 Strength of seats and their anchorages of passenger vehicles
GB 24406-2024 Strength of student seat and their anchorages of special school bus
GB 8410-2006 Flammability of automotive interior materials
GB 38262-2019 Flammability of interior materials for buses
The production enterprises shall fully comply with the mandatory requirements of laws, regulations, and standards related to seat and seat headrest products for motor vehicles promulgated by the nation, and meet the corresponding requirements.
In principle, the latest versions of the above standards, as issued by the national competent administrative department of standardization, shall apply. Any use of other editions of these standards, where necessary, shall be subject to the announcements issued by CCAP regarding the requirements of relevant applicable standards.
3 Selection of certification modes and related requirements
3.1 Basic certification mode
The basic certification mode for implementing the CCAP mark certification of seat and seat headrest products for motor vehicles is:
Type test + initial factory inspection + post-certification supervision
The basic certification mode is determined based on the inherent safety risk characteristics of products and the production technologies commonly adopted by the production enterprises, on the premise of integrity and self-discipline, effective management and stable production of the production enterprises.
The post-certification supervision refers to the supervision of the certified products and their production enterprises by CCAP, which is carried out by one or a combination of the three modes, namely, post-certification follow-up factory inspection, sampling testing or inspection on production site, and market sampling testing or inspection.
3.2 Applicability of certification modes
Following the principles of production enterprise classification, CCAP will appropriately add/reduce certification elements for combination as necessary for an enterprise depending on its type on the basis of the basic certification mode. This includes:
For Types A and B production enterprises: The post-certification supervision may be carried out by one or a combination of the three modes: post-certification follow-up inspection, sampling testing or inspection on production site, and market sampling testing or inspection.
For Types C and D production enterprises: The post-certification supervision may be carried out as post-certification follow-up inspection and supervision sampling testing (either production site sampling or market sampling, or a combination thereof).
The certification modes for production enterprises of service components for discontinued-production vehicle models may be selected according to Annex 5.
CCAP will determine the certification mode(s) suitable for the certification client based on the characteristics of the product applied for certification, the production modes, and the principles of certification risk control, in conjunction with the results of production enterprise classification management.
4 Certification unit division
In principle, the seat and seat headrest products for motor vehicles produced by the same producer (manufacturer) at the same production enterprise (site) that do not have significant differences in the following aspects constitute one certification unit:
(1) For seats and headrests to be considered in the same unit under GB 15083-2019:
① The structure, shape, dimensions, materials, and mass of the seats, allowing differences in seat trim cover material and color, and allowing a mass variation of up to 5% from the approved seat model;
② The types and dimensions of the adjustment, displacement and locking systems for the seats, seat backrests, and their components;
③ The types and dimensions of the seat anchorages;
④ The dimensions, frame, material, and padding of the headrests, allowing differences in trim cover material and color;
⑤ The types and dimensions of headrest accessories, and if the headrest is a separate type, the characteristics of the component to which the headrest is attached is also included.
(2) For the seats for passenger vehicles to be considered in the same unit under GB 13057-2023:
① The specification, model, and production enterprise of the seats are the same;
② The structure, material, shape, and dimensions of the load-bearing components of the seats are the same;
③ The structural types and models of the adjustment, locking and displacement systems of the seats are the same;
④ The structure, material, and dimensions of the seat attachments and accessories are the same;
⑤ The configuration, type, securing method, and production enterprise of the safety-belts on the seats are the same.
(3) For the seats for school buses to be considered in the same unit under GB 24406-2024:
① The type, specification, and production enterprise of the seats are the same;
② The structure, material, shape, and dimensions of the load-bearing components of the seats are the same;
③ The structural types of the adjustment, locking and displacement systems of the seats are the same;
④ The structure, material, and dimensions of the seat attachments and accessories are the same;
⑤ The configuration, type, securing method, and production enterprise of the safety-belts on the seats are the same;
⑥ The G point height of the seat immediately behind it is the same, with a decrease or increase of no more than 72mm.
In principle, the certification client shall file the application for certification according to the unit division principles. Products of multiple "models (or specifications)” may be included in the same unit. Products of the same model refer to those that have no impact on conformity with the standards in terms of design.
For the same products produced by the same producer but at different production enterprises, or for products of the same model produced by different producers but at the same production enterprise, type test may be carried out on the samples of only one unit. For the products of other production enterprises/producers, the data for conformity verification shall be provided for such purpose.
