1 General provisions
1.0.1 This specification is formulated in order to improve the technical level of operation and maintenance of urban heating system and realize safe and stable operation of urban heating system.
1.0.2 This specification is applicable to the operation and maintenance of urban heating system, in which the heating source part is applicable to coal-fired layer combustion boilers and gas-fired boilers.
1.0.3 The operation and maintenance of urban heating system shall not only conform to this specification, but also conform to the current relevant national standards.
2 Basic requirements
2.1 Management for operation and maintenance
2.1.1 Corresponding management systems, job responsibility systems, safety operating procedures, facility and equipment maintenance manuals, and accident emergency plans shall be developed in the operation and maintenance management of urban heating systems, and regularly revised.
2.1.2 The personnel responsible for operation management, operation and maintenance shall master the technical indicators and requirements for the operation and maintenance of the heating system.
2.1.3 Personnel involved in operation management, operation, and maintenance shall receive regular training.
2.1.4 The following charts shall be developed for the operation, maintenance and management of urban heating system:
1 For heating source plant: thermodynamic system and equipment layout, power supply system diagram, control system diagram and operation parameter adjustment curve, etc.;
2 For heating pipe network: heating pipe network plan view and heating system operation water pressure chart, etc.;
3 For heating station and pump station: layout of heating system and equipment in the station, plan view of heating pipe network, water pressure diagram, temperature regulation curve diagram, power supply system diagram, control system diagram, etc.
2.1.5 Heating source plants, heating stations and pump stations shall be equipped with corresponding real-time online monitoring devices.
2.1.6 Energy consumption shall be measured and material use shall be registered. Statistics, accounting and analysis shall be carried out on various production indicators.
2.2 Safety for operation and maintenance
2.2.1 The installation, operation, maintenance, testing and appraisal of boilers, pressure vessels, lifting equipment and other special equipment shall meet the requirements of the current relevant national standards.
2.2.2 Devices for detecting inflammable, explosive, toxic and harmful substances shall be inspected and verified regularly, and shall be calibrated according to relevant national regulations.
2.2.3 All kinds of equipment, pipings and valves in heating source plants, pump stations and heating stations shall be colored and marked.
2.2.4 When the facilities or equipment are newly put into use or re-started after shutdown, the facilities or equipment, related ancillary structures, pipings, valves, machinery and electricity, automatic control systems, etc. shall be comprehensively inspected and confirmed to be normal before being put into use.
2.2.5 Forced ventilation shall be carried out in places containing flammable and explosive substances, stored toxic and harmful substances, as well as in peculiar smell, dust and humid environment.
2.2.6 The setting and calibration of boiler safety valve shall not be less than once a year. During the operation of steam boiler, the safety valve shall be inspected manually once a week; during the operation of the hot water boiler, the safety valve shall be inspected manually once a month.
2.2.7 Equipment start-stop switch and grounding of electromechanical equipment shell shall be kept intact.
2.2.8 The operation of equipment shall meet the following requirements:
1 Personnel not belonging to this position must not operate equipment;
2 Operators shall wear labor protection articles during their on-the-job period;
3 Protective covers shall be set at the rotating parts of the equipment. When the equipment starts and runs, the operators shall not approach the rotating parts;
4 Operators shall start and stop the equipment on site according to the operating procedures, and can only leave after the equipment condition is stable;
5 Lifting equipment shall be operated by special personnel, and shall not be operated when there are people in the dangerous area below the lifting object;
6 The equipment can be cleaned after the body temperature drops to normal temperature, however, the running parts of the equipment shall not be wiped, and the flushing water shall not splash on the motor, lubrication part and cable joints.
2.2.9 Electrical equipment must be cut off before maintenance, and signs for maintenance and no closing shall be hung at the power switch.
2.2.10 Operation and maintenance in inspection rooms, trenches and other limited spaces shall meet the following requirements:
1 An implementation plan shall be developed for the operation, and hazardous gas and temperature detection must be carried out before the operation. Only after passing the inspection can the operation be carried out on site.
2 During operation, a fence shall be placed and caution and safety signs shall be set. When working at night, warning lights shall also be set.
3 It is strictly prohibited to use open flames for lighting, and the voltage used for lighting shall not exceed 36V; when working inside pipelines, the temporary lighting voltage shall not exceed 24V. When personnel work in the inspection room and trench, other electrical equipment such as the submersible pump shall not be used.
4 There must be guardians on the ground and smooth communication with operators in limited spaces.
5 It is strictly forbidden to rest in limited space.
2.2.11 The setting of fire fighting equipment shall comply with the relevant laws and regulations of the fire department and the current relevant national standards, and shall be inspected and updated regularly.

1 General provisions
1.0.1 This specification is formulated in order to improve the technical level of operation and maintenance of urban heating system and realize safe and stable operation of urban heating system.
1.0.2 This specification is applicable to the operation and maintenance of urban heating system, in which the heating source part is applicable to coal-fired layer combustion boilers and gas-fired boilers.

2 Basic requirements
2.1 Management for operation and maintenance
